Salary $88,961.60-100,600.00 Annually (Depending on Qualifications and Experience)

Under direction, the Transportation Work Program Manager will collaborate with the Executive Director of Transportation & Transit and the Director of Transportation Planning to oversee the development, implementation, and maintenance of the Transportation Capital Improvement Plan (CIP) and the long-term Work Program. This role involves managing scope development, optimizing resource use, and ensuring projects align with our strategic vision of leading transportation innovation.

  • Oversees the development, implementation, and maintenance of the Transportation Capital Improvement Plan. 
  • Coordinates with the Executive Director of Transportation & Transit and the Director of Transportation Planning to integrate projects into the five-year Capital Improvement Plan and ten-year Work Program; facilitates decision-making processes and risk analysis for project inclusion.
  • Makes recommendations to maximize the utilization of County allocated resources, including funds and budget; works closely with the Transportation Business Manager and Office of Management and Budget to balance financial resources by processing project changes and amendments; continuously evaluates revenue actuals and updates projections to reflect changes and anticipate potential impacts.
  • Coordinates with contract and project managers to obtain justifications for major variances in contract encumbered funds; monitors the status of future commitments to provide accurate forecasts of year-end performance metrics; identifies potential impacts and collaborates with managers to resolve issues; informs the Executive Director of impacts and provides strategic recommendations for resolution.
  • Manages the preparation of reports to include the 5-year CIP and long-range financial project plan and graphics related to prior and current year projects in the Capital Improvement Plan and Work Program; provides up-to-date status information to management and prepares presentations for the Executive Director, directors, local government agencies, and elected officials.
  • Serves as a member of Evaluation Committees, reviewing and evaluating professional services proposals; ensures proposals meet the necessary criteria and align with the County’s transportation goals.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Education: Bachelor’s Degree in Transportation Planning, Urban Planning, Civil Engineering, Public Administration, or a related field. 

Experience: Four (4) years’ experience in transportation project and capital improvement planning program/project management or an equivalent combination of education, certification, training, and/or experience. 

An active certification with the American Institute of Certified Planners is considered comparable to one (1) year of experience.

A Certificate in Civil Engineering, Public Administration, Public Management, Environmental Resources, or comparable field is considered comparable to one (1) year of experience.

Miscellaneous: Must possess and maintain a valid Florida Driver’s License.

  • Aptitude for problem-solving and decision-making, with the ability to develop and implement strategic solutions.

  • Comprehensive understanding of transportation systems, capital improvement planning, and project management methodologies.
  • Skilled in financial management, budget forecasting, and resource allocation.
  • Knowledge of regulatory requirements and compliance standards relevant to transportation projects.
  • Advanced analytical skills with the ability to interpret complex data and generate actionable insights.
  • Strong project management skills, including planning, prioritizing, and managing multiple complex projects effectively.
  • Ability to utilize personal computers, standard office equipment and standard software applications, e.g., word processors, database software, spreadsheet applications.
  • Proficiency in project management software and tools.
  • Ability to establish and maintain effective working relationships and communications with internal and external customers, industry professionals, co-workers, and the public.
  • Excellent written and verbal communication skills, with the ability to clearly and effectively present complex information to diverse audiences.

PHYSICAL DEMAND REQUIREMENTS:
Physical Demand: Light
  • 20 pounds maximum lifting.
  • Occasional (up to 1/3 of the work time) lifting, carrying up to 20 lbs.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
  • If less lifting is involved, will require significant walking/standing.
  • If mostly sitting is involved, will require push/pull on arm or leg controls.
  • Physical agility is required in kneeling, bending, stooping, and reaching
