What are the responsibilities and job description for the Assistant Human Resources Director position at Ottawa County?
Manages the daily operations of the Human Resources Department and assists the Human Resources Director with a variety of human resources related activities. The Assistant Human Resources Director should have HR generalist knowledge, and be versed in the areas of workforce planning, recruitment and retention strategies, wage and salary administration, labor relations, payroll administration and benefits.
This is a full-time, benefited position working out of the Fillmore Complex in West Olive, MI. Typical working hours are Monday-Friday, 8:00 a.m. to 5:00 p.m. Occasional travel to other County locations as needed.The essential functions of this position include, but are not limited to, the following:
- Develops policies and procedures to accommodate changes in the legal environment of the County human resources administration and to improve organizational effectiveness.
- Develops policies and procedures to attract, retain, reward, and motivate a qualified workforce with the skills and knowledge required to meet the changing needs of the County.
- Researches cost control and quality improvement measures and negotiates changes in plan design for County benefit programs to ensure cost-effective delivery of high quality services.
- Collaborates with the HR director to sustain, promote, and grow department programs and services.
- Assists supervisors, managers and department directors in interpreting and administering the provisions of collective bargaining agreements and County human resources policies and procedures.
- Ensures that the County and Courts comply with state and federal labor relations and employment statutes, rules and regulations in all facets of its relationship with its workforce.
- Investigates claims of discrimination, harassment and other violations of policy, procedures and employment law and recommends appropriate disposition thereof.
- Collects, compiles, analyzes and prepares reports of data required to implement human resources policies and programs, conduct contract negotiations, and/or resolve human resources issues.
- Serves as a member of the County's bargaining team in contract negotiations and develops economic and non-economic proposals for consideration.
- Acts on behalf of the human resources director for designated purposes and performs the functions of the Human Resources Director in his/her absence.
- Designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing.
- Participates in the development of the department's annual operating and capital budget requests.
- Provides direct supervision for subordinate staff, including selection, hiring and termination recommendations; scheduling and provision of work assignments; performance management; administration of policy and procedure; and administration of discipline.
- Performs other functions as assigned.
Master’s degree in Human Resources, Public Administration, Business Administration, or a related field is strongly preferred, combined with five (5) years of progressively responsible experience in public sector human resources administration, including at least three (3) years of experience in labor relations and two (2) years of experience in supervision; or an equivalent combination of education and experience.
Required Knowledge and Skills:
- Thorough working knowledge of federal and state statutes governing the employment relationship, including, but not limited to, FLSA; Title VII of the Civil Rights Act of 1964, as amended; Elliot-Larsen Civil Rights Act; ADA; ADEA; FMLA; COBRA; ERISA; Bullard-Plawecki Right to Know Act; etc.
- Thorough working knowledge of the County benefit manuals and collective bargaining agreements.
- Thorough working knowledge of the principles and practices of human resources administration.
- Thorough working knowledge of the principles and practices of public administration.
- Thorough working knowledge of management and supervisory principles and practices.
- Thorough working knowledge of the principles and practices of conflict resolution and alternative dispute resolution.
- Thorough working knowledge of the principles and practices of collective bargaining.
- Thorough working knowledge of equal employment opportunity principles and regulations.
- Thorough understanding of confidentiality and employee right to privacy issues.
- Thorough working knowledge of health insurance business practices and plan design principles.
- Thorough working knowledge of direct and indirect compensation theories and practices.
- Excellent verbal, written, and interpersonal communication skills.
- Ability to interact positively and objectively with elected officials, department directors, managers, supervisors, employees, collective bargaining representatives, external consultants, state and federal agency staff, and employees from a wide range of cultural and socio-economic backgrounds.
