What are the responsibilities and job description for the Facilities Director position at Ottawa County?
Under the direction of the Deputy County Administrator, directs and oversees the care and maintenance of all County-owned and leased buildings and grounds. Plans facilities alteration and maintenance projects; serves as an owner's representative for the construction of new and alteration of existing County facilities; and works closely with architects, construction managers, and general contractors. Develops preliminary project budgets and monitors operating and capital budget activity throughout the year.
This is a full-time, benefitted position working at the Ottawa County Administration building located at 12220 Fillmore St., West Olive, MI, 49460.
The essential functions of this position include, but are not limited to, the following:
- Administers policies and procedures for; directs the selection and hiring of and provision of training, schedules, and work direction for; evaluates the performance of; administers discipline and fulfills other management functions for employees engaged in custodial and preventive maintenance for County facilities.
- Ensures that all staff receives timely information concerning updates to, and proper training in all federal, state, and local life safety, building and occupational safety codes, rules and regulations, including, but not limited to, fire safety, OSHA/MIOSHA, HAZMAT, and bloodborne pathogens.
- Plans, develops and manages capital and operating budgets according to established policies. Responsible to work with vendors within established purchasing policies.
- Develops long range plans, master plans, and other strategic documents and interprets results for use in planning, evaluation and decision making. Monitors and evaluates the efficiency and effectiveness of service delivery, assesses work load and reports opportunities for improvements within the programs.
- Develops capital improvement plans and capital budget recommendations for County facilities.
- Participates in the development of RFPs for new construction and facilities alteration projects; and in the evaluation and selection of engineers, architects, and construction managers and the review and approval of project designs and specifications.
- Provides on-site management of construction projects and serves as liaison with architects, construction managers, and general contractors.
- Reviews construction change requests and other construction issues and recommends the approval or modification of requested changes.
- Responsible for the installation of new and upgrade of existing mechanical, electrical, HVAC, plumbing, and other facility operating systems.
- Responsible for utility contracts and supervises and monitors the use of the computer-controlled energy management system to control County energy costs.
- Manages contracts for the repair and maintenance of facility operating systems, landscape and grounds maintenance, pest control, snow removal, and other services at County facilities.
- Evaluates major facilities repair and maintenance projects and determines whether in-house or subcontracted work will be the most cost-efficient option.
- Prepares specifications for subcontracted repair and maintenance projects, reviews bids, awards contracts, and monitors work in progress to ensure contract compliance.
- Performs final inspections of contractual work, accepts and approves payment for properly completed work, and instructs contractors to correct non-compliant work before authorizing final payments.
- Performs other functions as required.
Associates degree and at least six (6) years progressively responsible experience in maintenance, construction, or facilities management, including at least three (3) years of supervisory experience; or an equivalent combination thereof. Bachelor's degree in facilities management, mechanical engineering, construction management, or closely related field is preferred. Supervisory experience over a variety of trades is desirable.
The incumbent must be willing to carry a county-issued cell phone in order to respond to emergency situations during both normal working and off-duty hours.
Licenses and Certifications:
Valid Michigan driver's license.

- Ability to read and interpret blueprints, engineering and architectural drawings and designs, mechanical drawings, engineering and architectural specifications, diagrams and other specifications.
- Thorough working knowledge of project planning, estimating, and management principles and practices.
- Thorough working knowledge of preventive maintenance programs and practices.
- Thorough working knowledge of OSHA/MIOSHA occupational health and safety rules, regulations, and requirements.
- Computer literacy and basic knowledge of word-processing, spreadsheet, and project management software, as well as programmable logic controllers.
- Good working knowledge of budgetary principles and practices.
- Thorough working knowledge of the accessibility and signage requirements of the Americans with Disabilities Act.
- Ability to interact positively and constructively with coworkers, supervisors, employees, managers, contractors, and members of the general public with diverse cultural and socio-economic backgrounds.
- Must have sufficient visual acuity, with or without corrective lenses, to visually inspect construction and repair work for compliance with technical specifications.
- Must have sufficient auditory ability, with or without audiological devices, to hear alarms, other warning signals, and vehicle signals indicating backward or forward motion.
- Must be able to access all areas of facilities and construction sites in order to conduct inspections, verify the completion of work, correct unsafe conditions, and monitor operations.
- Must be able to tolerate exposure to extreme temperatures; dirt, dust, pollen, and other airborne particulates; and inclement weather conditions.
- Must be able to tolerate exposure to custodial and other chemicals, solvents, lubricants, and other petroleum-based products, paints, and other chemicals and compounds commonly used in facilities maintenance and construction.
- Must be able to wear all required protective clothing and equipment.
Working Conditions:
A significant portion of the workload is performed in a normal office environment but work also entails exposure to moving mechanical hazards; electrical hazards; noxious fumes; dust, dirt, and other airborne particulates; heavy equipment; and other hazards.
