GENERAL PURPOSE

Performs a variety of general administrative and day-to-day operational duties as needed to assist and coordinate aquatic, maintenance and business enterprise operations of the city’s Hot Springs Pool and Fitness Center. Oversees pool and related facilities during assigned shift to ensure the safe, effective and efficient utilization of the Ouray Hot Springs Pool facility, bathhouse and fitness center. Acting manager in the absence of the Pool Manager.

Works under the general supervision of the Pool Manager.

SUPERVISION EXERCISED

Provides close to general supervision to Aquatics Coordinator(s), Lead Lifeguard(s), Lifeguard(s), Lead Customer Service Associate(s), Customer Service Associate(s), Pool Maintenance Supervisor, Pool Maintenance Operator I, Pool Maintenance Operator II, Pool Cleaner, and Bathhouse Cleaner.

ESSENTIAL FUNCTIONS

Administrative Functions: Assists in the development of daily work tasks for all pool employees. Monitors shift schedules daily and performance of assigned staff; monitors employee attendance as it relates to punctuality and consistent attendance. Monitors clock ins /outs on the time clock; monitors time sheets for completed shift records; assists to conduct annual evaluations for year-round and seasonal employees. Recommends, implements and conveys facility policies and procedures related to patron use, fees, safety, etc.; implements management control plans as needed to minimize risk and liability; Ensures and monitors staff compliance of all policies and procedures.

Assumes responsibility of for shift revenues; monitors proper handling of cash receipts; distributes payroll; develops and prepares reports as needed to apprise pool manager of shifts issues; assist to maintain petty cash funds; manages shift revenues and prepares deposits; prepares and submits daily inspection reports and accidents/incident reports; communicates current information on hours of operation, promotions.

Oversees and coordinates the activities of the customer service associate staff; maintains daily cash flow, daily receipts reconciliation and verifies all deposits are accurate and complete; prints monthly reports, monthly attendance and receipts reports. Prints monthly reports for the Pool Manager and City Accounting staff; assists customer service associate with opening procedures, cashiering, membership processing and other front desk responsibilities as needed. Oversees membership processing and performs routine maintenance of membership database; proper execution of refund processes.

Assists in planning and/or instructs, staff trainings and in-service programs; assists to conduct interviews and recommends candidates for hire; assists in the development of worker skills by performing on-the-job training; ensures proper certifications for staff; conducts regular meetings; makes recommendations affecting job retention, advancement and discipline. Assists Pool Manager in scheduling re-certification and certification classes.

Marketing & Promotion: Develops marketing programs; recommends operational practices, policies and procedures; monitors the delivery of programs and activities (swim lessons, swim meets, pool parties, etc.) Consults with the Pool Manager concerning advertisements and press releases for events.

Ensures facility website and all social media outlets pertaining to pool operations, activities and events are updated. Manages social media outlets and day-to-day activities; creates, curates and manages all published content including videos, images, written content, etc.; assists to expand community and/or blogger outreach efforts. Manages the design of various sites (timeline covers, profile pics, thumbnails, ads, etc.)

Safety: Enforces safety at the pool amongst both staff and members of the general public; administers and performs First Aid/CPR emergency and other safety procedures as required. Will be required to provide on-deck lifeguard duties when needed; manages daily inspection reports and accident/incident reports; responds to emergency situations as set out in the Pool Manual, takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents; responsible for the safety of self, others, materials, and equipment; uses all required safety equipment and follows all safety regulations, policies and procedures, operates the emergency action plan as necessary.

Shift Operations:

Oversees the daily activities of all pool personnel; performs opening and closing procedures as needed; assures all systems are properly functioning; secures doors and other accesses.

Provides the pool user with the highest level of customer service. Communicates honestly, effectively and respectfully with members of the general public; properly conveys the rules, policies and programs of the pool. Interacts with the public to assist in the safe and orderly enjoyment of swimming area activities. Promotes, plans, assesses all public classes.

Orders office supplies, passes, uniforms, first aid supplies, and public class supplies. Orders and keeps inventory of all training supplies and special events supplies. Informs Pool Manager of any equipment and inventory needs

Facilities Maintenance/Water Quality

Monitors general facility maintenance, pool maintenance and seasonal grounds keeping. Monitors water temperatures and chemical balances, may take water samples; may make minor equipment adjustments to assure proper temperature and chemical standards.

Administers necessary tests and chemical adjustments after a fecal accident or other incident as needed. Makes decisions on pool closures while consulting with the Pool Manager.

Performs related duties as required.

MINIMUM QUALIFICATIONS

1. Education and Experience:

A. Associates degree in Parks & Recreation and/or Associates degree in Applied Business.;

AND

B. Four (4) years’ experience in the day-to-day operations of aquatics and recreation facilities;

OR

C. An equivalent combination of education and experience.

2. Knowledge, Skills, and Abilities:

Working knowledge of the philosophy and objectives of community recreation programming; equipment, facilities, operations and techniques used in a comprehensive community recreation program; modern office management practices and procedures; Microsoft Office software including Word, Excel, Publisher, and Outlook; telephone operations and receptionist functions; invoicing and collection procedures and processes; operation of computer in utilizing various software programs related to word processing, spreadsheet and database management; operation of standard office equipment; basic mathematics and accounting (business applications); interpersonal communication skills and telephone etiquette; internet applications and related social media development and maintenance instruments: state and federal regulations governing facility and pool operations; climate control systems; aquatics structures; water filtration systems; chemical handling; air balancing systems; public health standards related to pool operations. Some knowledge of basic office equipment.

Some skill the application of effective creative writing skills, public and customer relations, marketing, and bookkeeping; in the use of computer and computer related resources; cooperative problem solving.

Ability to develop, organize and implement various aquatic programs; communicate effectively about rules, regulations and programs; effectively utilize internet applications performing social media development and website development: work independently with minimal supervision, to prioritize and resolve problems, to pay close attention to detail, to work within department budget and to carry tasks to completion; work a flexible schedule, including weekends, evenings, and holidays; work shifts outdoors throughout inclement weather; establish and maintain effective working relationships with employees, young people, other organizations, and the public; ability to communicate effectively, verbally and in writing.

3. Special Qualifications:

Ability to pass performance proficiency tests based on American Red Cross Lifeguard, CPR for the Professional Rescuer and AED certification requirements within the first year of employment. May require instructor certification in the following: Lifeguard Instructor, CPR/First Aid Instructor. Within first year obtain Aquatics Facility Operator (AFO).

4. Work Environment:

Employees in the position are exposed daily to seasonal weather extremes. Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, pulling, pushing and lifting. Talking, hearing and seeing essential to performance of daily tasks. Common eye, hand, finger dexterity needed in performance of essential duties. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. May be exposed to toxic or caustic chemicals.
