Reporting to the Airport Director the Air Service and Business Development Manager will be responsible for developing, implementing, and monitoring strategic growth and marketing initiatives in support of air service development, airport business development, and overall promotion of the airport to the airlines, airport users, and the community. The Air Service and Business Development will also assist in Airport operations and enforce and monitor contracts and leases for compliance.
Hours: Monday-Friday will be typical but weekends, holidays may be necessary along with travel. This position does have comp time available, based on department/position needs.Location: Office is located at the Appleton International Airport

The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Plans, organizes, conducts research, statistical analysis, and feasibility studies to support intelligent air service, business development, marketing, and promotion of the airport.
- Develops and implements a strategic air service recruitment plan to entice future airline service and charter activity.
- Develops and presents to Airport Director a budget to support strategic growth initiatives and the marketing program.
- Develops and implements new programs and advertising to attract new business to the Air Industrial Park and General Aviation Facility.
- Develops and implements Air Service Development Programs to maximize passenger traffic, air service, general aviation growth, business development, and cargo.
- Participates in community Business Development organizations by attending meetings and making presentations.
- Assists the Airport Director in: ensuring the efficient and safe operation of the airport; designs airport noise complaint forms and procedures to address the complaints; establishes other operational programs as required.
- Acts as the airport contact for public relations, assumes the role as Public Information Officer (PIO), coordinates agencies who have responsibility under the Airport Emergency Plan; assists in mock disaster drills to monitor the response; ensures coordination of the same.
- Recommends and participates in the development and review of the twenty-year airport master plan, State of Wisconsin's six year plan and the airport terminal master plan; may assist in land acquisition and petitioning for funds; ensures compliance with departmental policies and procedures and local, State and Federal rules and regulations.
- Acts on behalf of and assumes additional responsibilities in the absence of the Airport Director.
- Attends workshops and conference to stay informed of trends and developments within the Air Transportation Industry.
- Creates and maintains records for contract and lease compliance and reporting requirements. Maintains records of non-compliance and enforcement actions.
- Assures statistical reports are promptly and accurately completed.
- Maintains regular and predictable attendance, works overtime/extra hours as required.
- Performs other duties as assigned.
- Graduation from an accredited college or university with a bachelor's degree in aviation management, marketing, public administration or closely related field.
- Three to five years of closely related airport experience or an equivalent combination of training and experience.
- Possess knowledge of the airline industry, Federal Aviation Regulations (FAR Part 139) and Transportation Security Regulations (FAR Part 1542).
- Must have above average verbal and written communications skills.
- Possession of a valid Wisconsin Driver's License.
- Ability to operate a variety of office machines including personal computer with proficiency in Word and Excel programs, typewriter, photocopies and multi-line telephone.
- Ability to add, subtract, multiply, divide, calculate decimals and percentages.
- Ability to comprehend and interpret a variety of documents including resolutions, contracts, leases and various correspondences.
- Ability to prepare letters, memos, newsletters etc.
- Ability to communicate effectively with County department staff, law enforcement, venders, tenants, engineers, contractors, the general public and others in an articulate and professional manner.
- Ability to hear, speak, walk, stoop, climb, bend, stretch, push, pull and lift up to 20 pounds.
