OUTPATIENT COUNSELOR - CONTRACTED

JOB SCOPE: The Outpatient Counselor provides evidence-based clinical interventions to clients with mental health, substance abuse, and co-occurring disorders. Duties include but are not limited to providing clinically appropriate interventions including groups, facilitating biopsychosocial assessments, determining appropriate treatment options in consultation with client and supervisor, tracking client progress, defining and updating treatment plans, and maintaining supporting clinical documentation.

ESSENTIAL JOB FUNCTIONS:

· Conduct initial assessments, diagnosis and complete initial, master and quarterly treatment plans with the client, working towards collaborative goals and objectives.

· Provide clinically appropriate treatment modalities with defined and measurable goals in support of treatment plan.

· Make referrals to support services for clients and their families struggling with mental health and substance use disorders.

· Document in EHR client’s progress towards goals and identify existing barriers prohibiting client’s progress.

· Ensure the EHR is up to date, accurate, and meets all documentation requirements in accordance with CARF, Medicaid, DCF, DOH, and OCCN standards.

· Participate in staff development and is responsible for knowledge concerning emerging research and best practices in the area of mental illness and substance abuse and treatment as it relates to the population served.

· Maintain an awareness of proper safety procedures and guidelines and applies these in performing daily activities and tasks.

QUALIFICATIONS REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. MINIMUM EDUCATION AND/OR EXPERIENCE: mental health licensure in the state of Florida as defined by Chapter 491 of the Florida State Statue to practice as a Clinical Social Worker, Mental Health Counselor, or Marriage and Family Therapist. Registered mental health counselor, marriage and family therapist, and clinical social worker interns accepted. Experience with the substance abuse and addiction population preferred.

KNOWLEDGE/SKILLS/AND ABILITIES:

· Skill in time and organizational management ability to complete work under strict time lines, while maintaining flexibility to assist with client issues/concerns.

· Ability to quickly assess situations and use sound judgement in defusing potentially risky situations; ability to identify services needed by clients during the treatment process.

· Ability to follow oral and written instructions and complete tasks as instructed.

· Ability to express oneself clearly and concisely both orally and in writing.

· Ability to prepare clear and concise written reports.

· Ability to communicate clearly and with authority to clients and develop a supportive and trusting relationship with client.

· Ability to establish and maintain effective working relationships with co-workers, medical and clinical professionals, the educational systems, court systems, and the general public.

· Thorough knowledge of the most recent version of the DSM and the ability to formulate a diagnosis.

· Strong clinical knowledge and skill in both substance abuse and mental health therapy.

· Thorough knowledge of clinical assessment process, treatment planning, individual, group, and family therapy.

· Ability to quickly assess and diagnose persons for treatment and formulate realistic, measurable goals and objectives.

· Ability to handle verbally and /or physically abusive and aggressive persons and utilize aggression control techniques to ensure the safety and well-being of the person, other persons, and employees on the team.

· Ability to incorporate cultural and age appropriate care into all aspects of communication and service delivery.

· Ability to communicate effectively both orally and in writing.

· Knowledge of insurance and Medicaid billing and services.

· Knowledge of managed care and different payer sources.

NECESSARY SPECIAL REQUIREMENTS: Possession of a valid Florida driver’s license and acceptable driving record if required to drive Outreach Community Care Network vehicle and/or use personal vehicle for OCCN business. Proof of personal automobile insurance if the position requires you to drive your own vehicle for OCCN business (does not include incidental use). Complete State of Florida mandatory level 2 background screening prior to start of employment if direct contact with vulnerable adults may be involved. Complete Mandatory Training, CPR, First Aid, and HIV/AIDS Testing and Counseling during the first six (6) months of employment and updated if required.

PHYSICAL: Mobility and ability to bend and reach during an 8-12 hour day. Able to lift minimum 10 pounds. Visual and auditory acuity sufficient to evaluate, intervene, treat, and record client health care needs. Fine motor skills for legible and accurate charting, daily correspondence and presentation, either manually or orally. Work endurance ability to work 8-12 hour shifts with meal break, as possible. Routine 8-12 hour shifts. Hours and days off may vary. Extra hours may be required. Work assignment locations may vary.

Pay: $28.85 per hour
