This Clinical Assessment Specialist position completes screening and comprehensive assessments for a diverse group of transition-aged homeless youth (age 18-25) seeking mental health and/or alcohol and drug treatment at Outside In. This position works as a member of a multi-disciplinary team providing case management, outpatient mental health, and integrated dual diagnosis treatment to transition-age youth in the Multnomah County Homeless Youth Continuum.
This position has two levels. Level 1 does not require licensure and the starting wage range is $59,680.61 to $65,876.22. Level 2 requires licensure and the starting wage range is $65,642.30 to $72,456.82.
Essential Duties
- Coordinate referrals to Outside Ins specialty behavioral health treatment programs for transition-aged youth.
- Provide initial screening, comprehensive assessment, and re-assessments of youth, including mental status exam, DSM diagnosis, and clinical formulation. Facilitate development of a Service Plan with each participant.
- Provide accurate data to researchers and assist grant compliance
- Provide counseling as needed to youth entering the program.
- Provide advocacy and assist youth in accessing the services and other resources they need.
- Participate in crisis planning and crisis intervention, which may include after-hours work.
- Provide case management and coordination for individuals in the psychiatric medication management program.
- Complete administrative tasks related to the screening, eligibility determination, assessment, utilization review, and quality provision of behavioral health treatment services.
- Participate in interdisciplinary team providing community-based, wrap-around support.
- Participate in outreach activities necessary to offer services and engage participation in a non-coercive manner.
- Execute treatment services as identified on Service Plan, including individual and group therapeutic and skills interventions.
- Participate in admission and discharge planning for any client needing hospitalization or subacute level of care.
- Participate in the rotation of carrying after-hours crisis phone and providing holiday coverage with other members of the team/program.
- Provide advocacy and assist youth in accessing the services and other resources they need.
- Coordinate access to shelter and housing services.
- Maintain thorough knowledge of relevant treatment models.
- Ensure timely documentation of services and outcomes.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to Outside In policies and agreements regarding confidentiality, privacy, and security.

Education Experience
- Masters degree in a human services field and meet State guidelines for QMHP Required.
- Oregon LPC or LCSW required for Clinical Assessment Specialist 2 position
- At least two years experience in mental health counseling and/or support services required.
- CADC I or higher required or be able to obtain certification within 6 months.
- At least 2 years experience with clinical assessment and DSM diagnosis.
- Experience with level of care and ASAM determinations.
- Experience with relevant treatment models, including Assertive Community Treatment, Integrated Dual Diagnosis Treatment, Dialectical Behavior Therapy, and/or Acceptance Commitment Therapy.
- Knowledge and understanding of adolescent development, trauma-informed care, Stages of Change Theory, harm reduction, and Motivational Interviewing.
- Strong organizational skills, attention to detail, and focus on data collection.
- Ability to work with a diverse population and interact effectively with different types of people.
- Good communication and conflict resolution skills.

Working Conditions
This job includes working in a standard office environment as well as a variety of community locations to offer community-based treatment. This means that the employee will meet with participants in community locations which may include the participants home, hospital, and other surrounding community settings. The employee will be responsible for transporting participants in a rented vehicle.
Physical Requirements
This job requires operating phones, computers, and other office equipment. Communicating is required on a regular basis. Moving inside the building to other offices and program delivery spaces as well as moving to surrounding sites is expected. Sporadically moves boxes and/or items weighing up to (10) pounds
