What are the responsibilities and job description for the Part-time Contract Specialist position at Ozell Services, Inc.?
The USCG CEU requires these services including a full range of pre-award and post-award contracting activities involved in the acquisition of equipment, supplies, services, emergency repairs, architect and engineering services such as construction, alteration and repair of facilities, repairs to off shore structures, construction and repair of aids-to-navigation, and dredging.
Principle duties and responsibilities include review of assigned procurement packages, including procurement requests, technical specifications, cost estimates, requests for inclusion of liquidated damages, and all referenced material for adequacy of content and compliance with applicable laws and procurement regulations. Determines method of procurement, including sealed bidding or negotiated, and identifies type of contract best suited for the procurement. Contracts typically involve fixed price with or without adjustment provisions. Makes independent determinations as to contractors technical, business and financial responsibility and their ability to perform the contract.
Drafts solicitations incorporating all terms and conditions required by law. Devises special terms and provisions to fit the specific procurement. Prepares invitation for bids and requests for proposals. Prepares resultant contracts to the point of signature. Requests certificates of competency from Small Business Administration when required.
Knowledge required of the position includes knowledge of the Government Contracting Requirements in sufficient detail to carry out procurement assignments and to advise technical representatives in procurement planning and preparation of the statement of work to procure services, construction, emergency repairs, and supplies, both standard and specialized by both sealed bidding and negotiated contract. Knowledge of a wide range of contracting methods and types of contracts to procure a wide variety of goods, services and construction projects through sealed bidding and negotiation. This includes skill in negotiation sufficient for negotiating post award contract changes and settlements. Knowledge of price and cost analysis to determine reasonable allowable and allocable costs for negotiating contracts initially and for negotiating post-award changes and settlements.”
