Executive Director of Crisis Services (Statewide) : This role will oversee existing crisis programs in the Bay Area and greater Sacramento geographies, including service lines of x Mobile Response and Crisis Stabilization Units (CSU) in Solano, Santa Clara, San Benito, and Santa Cruz Counties. The Executive Director will also be responsible for the growth, expansion, and innovation of crisis services into new geographies across the state, including implementing best practice standards of care in crisis response. Crisis services will include both child and adult response programs

    Who We Serve

    Pacific Clinics serves children, transitional age youth, families, adults, and older adults. We offer a full range of mental and behavioral health services, foster care and social services, housing, continuing adult education and early childhood education programs to Medi-Cal eligible individuals and families throughout Alameda, Contra Costa, Fresno, Kings, Los Angeles, Madera, Orange, Placer, Riverside, Sacramento, San Bernardino, San Francisco, Santa Clara, Solano, Stanislaus, Stockton, Tulare and Ventura Counties.

    JOB SUMMARY

    Works within the vision, mission, and philosophy of the agency. The Executive Director provides leadership, strategic direction and operational oversight for service lines as assigned. Leads the development, implementation, and expansion of services, quality of care, program operations and fiscal viability. Provides clinical vision and ensures service standards that advance the agency's continuous improvement initiatives. Maximizes external relationships in a professional manner to enhance the agency's standing at the local and state levels. Is responsible to lead and ensure effective clinical change processes, continuous quality improvement and risk management. Serves as a source of vision and innovation for employees and clients.

    RESPONSIBILITIES AND DUTIES

  • Provides professional leadership that embodies agency clinical philosophy and values and promotes the agency's service delivery principles.
  • Leads service lines and the organization toward continual improvement, growth, and innovation with effective management to better meet the needs of clients and their families.
  • Possesses exceptional understanding of the perspectives of others and demonstrates mutual respect, equity, and fairness.
  • Responsible for leadership development and implementation, ensuring they and all leaders within their oversight, participate, engage in, and sponsor all formal leadership development curriculums endorsed by the agency.
  • Directly oversees and supports the Senior / Clinical Directors in their development and maintenance of program delivery, clients, and community relationships that support the health of the organization's ongoing clinical and community support services operations.
  • Implement and coordinate a broad range of team strengthening activities to handle challenging projects.
  • Demonstrates and models the agency culture of reliability and concern for others through effective change management and unambiguous communication.
  • Develops, strengthens, and / or maintains working relationships with external stakeholders, including public sector funders, elected officials, community leaders, partner agencies, and networks of local and statewide leaders in the field of behavioral healthcare in the agency's ongoing efforts to provide high quality and cost-effective programs and services.
  • Leads service lines in the development and implementation of processes designed to ensure employee competency as well as continuous growth and development to strengthen knowledge, skills and abilities and ensure employees are equipped with solid, state-of-the-art information.
  • Ensures effective response to crises, internal and external, in cooperation with internal and external partners.
  • Provides management and clinical vision that support achievement of service standards and programmatic expectations that ensure the provision of high-quality services and a high level of service delivery.
  • Ensures effective management of fiscal, contractual, and regulatory requirements.
  • Works with the Finance Department to develop, assess, and monitor annual program budgets and funding models, with an emphasis on generating revenue and controlling costs through program efficiencies.
  • Works in collaboration with the Clinical Administration Department to support development implementation and ongoing refinement of information systems to evaluate client outcomes and program effectiveness.
  • Takes leadership role in developing diversified funding resources to support program growth and introduction of new services.
  • Effectively demonstrates political advocacy through relationships with community leaders.
  • Works collaboratively with the Fund Development Department to increase financial and other philanthropic participation of community representatives to develop flexible resources to support individuals served.
  • Develops and sustains key relationships with stakeholders, clients, families, and / or employees.
  • Participates in the development of and manage to the strategic priorities identified by the organization.

    QUALIFICATIONS

    MINIMUM EDUCATION AND / OR EXPERIENCE

  • California Licensed professional in psychology, social work, or marriage family therapy
  • Minimum of five () years post- licensure experience.
  • Minimum of five () years of management experience including supervision of professional staff, program development, program management & evaluation, budgeting, staff recruitment & evaluation.
  • At least three years’ experience directing a mental health program and providing high quality upper-management program assessment and management reports.
  • Minimum of five () years of direct practice experience in working with serious emotionally disturbed children, adolescents and families, adults with severe mental illness or equivalent populations with complex problems.
  • Minimum of five () years of working with strategic partners to build collaborative services.
  • OTHER SPECIFIC REQUIREMENTS

  • Must possess a valid CA driver's license and insurance with two years experience and maintain an insurable driving record under the agency’s liability policy.
  • In-depth knowledge and experience in System of Care approaches to human service delivery.
  • Leadership and collaborative skills to motivate and challenge individuals and teams to produce professional growth.
  • Ability to represent agency in a positive, proactive and professional way with external contacts, customers, and the community.
  • Excellent written and oral communication and presentation skills.
  • Ability to understand and analyze data and other management tools.
  • Computer literacy including Microsoft Office to meet the demands of the position, estimated at wpm and at least basic ability to use email, word processing and spreadsheet applications in daily work.
