POSITION SUMMARY:
Under the direction of the HS/EHS Operations Manager, provides support to the HS/EHS/EHS CCP Operations Manager, Finance Analyst and Head Start and Early Head Start Ancillary Programs (“HS”) with all program fiscal related matters. This position will work closely with Supervisors, Accountants, and Managers of both the Accounting Department and the Head Start Programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Responsible for reconciling and coding all vendor invoices, credit card expenditures, tracking all program conferences and travel, including mileage for HS/EHS/EHS CCP and State funded Programs.
• Responsible for monthly reconciliations of general ledger accounts and collects reviews invoices from partners, consultants, vendures or for any other reoccurring expenditures (open purchase orders).
• Assists the Finance Analyst with the preparation of financial reports and responsible for monitoring expenditures in compliance with Head Start and State regulations. Assists with budget analysis and monitors consistency between contract budget and expenditures.
• Provides assistance in the contract process and ensures all expenditures are within the allocated program budget.
• Responsible for generating non-federal share from vendors, contractors, and monitoring program wide.
• Assists in the Child and Adult Care Food Program (CCAFP) and CA State Preschool (CSPP) reporting process, keeps track of parent fees for State Preschool program.
• Works closely with procurement department to track all program project expenditures, open PO’s according to Head Start and State guidelines and collects supporting documents
• Responsible with fiscal year end close outs by closely monitoring all obligated expenditures to ensure all transactions are completed and processed within set fiscal year.
• Reconciles and processes billing invoices for Head Start, EHS and Child Care Partnership Programs, does the follow up on accounts receivables for CACFP food invoices.
• Works closely with the Operations Manager and Fiscal Analyst collecting necessary documentation and assisting with financial and program audits.
• Assists in budget preparation for current and future programs. Has an understanding of State and Federal regulations relating to HS, State and other Child Care Programs.
• Ensures proper receipt and review of check requests and invoices.
• Participates in Head Start/EHS Management team meetings and trainings.
• Reports to work on time and maintains reliable and regular attendance.
• Model Pacific Clinics’ approach, mission and core values in all communication and correspondence.
• Interacts with other internal programs, clinical/support staff and external sources such as school or community personnel as applicable.
• Communicates effectively in a culturally competent and diverse consumer population and promotes favorable interaction with managers, co-workers and others.

EDUCATION and/or EXPERIENCE/POSITION REQUIREMENTS:
• AA degree required and Bachelor’s degree in Business, Accounting, Finance, or equivalent preferred.

• Detail-oriented with ability to avoid and detect errors in a fast-paced, high work volume environment.
• Excellent computer skills and demonstrated ability to work in Windows environment, proficient in Excel.
• Effective organization skills and ability to work with minimal supervision.

• Ability to work effectively with diverse staff and Agency demographics.
• Ability to work a flexible schedule as needed to fulfill departmental and Agency needs which may include weekends, evenings, and holidays.
• Previous experience with Head Start Programs or with non-profits is a plus.
