Overview

Responsible for managing PNNL's Emergency Preparedness Program. Provides expert technical support (subject matter expertise) to the Laboratory in all areas of emergency management. Assures compliance with Department of Energy Comprehensive Emergency Management System Requirements as stated in DOE O 151.1, as applicable.  Coordinates the drill schedule for all administrative, low-hazard, and hazardous facilities; assess performance and recommend actions to improve emergency preparedness. Assists in organizing Building Emergency Response Organizations (BEROs) at the various facilities and trains BERO members in their responsibilities. Interfaces regularly with PNSO and collaborates with community emergency response organizations (e.g., Benton County, Richland Police, and Richland Fire). Interfaces with the Hanford Emergency Preparedness organization for issues related to the Hanford Site facilities. Helps to formulate and implement policy in all aspects of emergency preparedness (e.g., travel emergency, inclement weather emergencies, hazardous facility emergencies).


Responsibilities

This position is part of the Emergency Preparedness (EP) program under the Environmental Protection and Regulatory Programs Group.  The incumbent will contribute to the program such that PNNL remains compliant with the DOE Orders, Federal Code of Regulations, Washington State Administrative Codes, and other Federal and State requirements. 

 

The incumbent will be expected to be a EP professional with a complete understanding of EP principles.  They will provide expert technical support to the Laboratory in all areas of emergency management.  The incumbent will demonstrate leadership in the areas of developing and coordinating drills and exercises, procedure and checklist development, developing and delivering training, and conducting program assessments.  They will create new procedures and update and track current procedures and checklists.  They will develop and deliver EP training courses.  They will conduct program assessments and identify improvement opportunities.  They will develop, facilitate, and evaluate complex hazardous materials drills.  The incumbent will be working on EP requirements for a Category 2 non-reactor Hazardous Facility, the 325 Radiochemistry Processing Laboratory (325RPL), that handles radiological material. 

 

The incumbent will work with the EP program manager to develop and maintain effective working relationships with PNNL staff, Hanford Emergency Preparedness organization, Department of Energy Pacific Northwest Site Office, and community emergency response agencies (e.g. Benton County, Richland Fire Department, Richland Police Department, etc.).   

The incumbent will not be responsible to manage budget or staff. This is a full-time position assigned to Environmental Planning and Emergency Preparedness Section within the Environmental Protection and Regulatory Programs Department.  The primary accountability is to provide support to the Emergency Preparedness program.  


Qualifications

Minimum Qualifications:

  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience 

Preferred Qualifications:

  • Experience coordinating and evaluating Emergency Preparedness Drills and Exercises.
  • Ability to coordinate with multiple organizations/staff, including volunteers, contractors, technical support staff, bargaining unit/craft personnel.
  • Ability to coordinate with the Emergency Operations Centers (EOC), Hanford Field Office (HFO), Defense Nuclear Safety Board (DNFSB), Fire Department, Police Department, Hospitals, and Department of Health.
  • Experience with radiological Emergency Preparedness (EP).
  • Ability to identify weaknesses and critique in an unbiased manner.
  • Ability to work with large datasets, compile summaries, and identify actions, and track actions.
  • Detail oriented.
  • Ability to think creatively and be mentally flexible.
  • Ability to accept direction and work independently with minimal oversight.
  • Ability to manage issues between and within organizational lines.
  • Ability to adapt to work in a variety of roles within a team.
  • Strong interpersonal skills required (e.g., diplomacy, ability to communicate requirements clearly both orally and in writing, team player, responsive to customer needs). Has the ability to support multiple tasks.

Hazardous Working Conditions/Environment

Job function will require incumbent to spend roughly 90% of time in an office environment with typical office-related hazards.  A portion of the job function will require that up to 10% of the time could be spent outside. The Job function will also require work within a Radiological High Hazard Facility. 


Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

* Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

 

*Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

 


Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential.  To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation.  This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year.  This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.
