Overview

The Earth and Biological Sciences Directorate (EBSD) leads novel and necessary research in three core areas: Atmospheric and Climate Sciences, Biological Sciences, and Environmental Molecular Sciences. The contributions of EBSD staff are many as we continue to elevate the impact of PNNL's science mission: to understand, predict, and control the complex adaptive systems underlying the science behind Earth,
energy, and security.


Responsibilities

The Financial Coordinator contributes to PNNL through financial support of project management. Jobs on this hierarchy require specific expertise and knowledge of standards, practices, and procedures typically acquired through specialized training and/or work-related experience and/or formal technical education. Jobs in this job family are individual contributors and are responsible for the end results achieved through own work. 

 

The Atmospheric, Climate, & Earth Sciences Division (ACES) is currently seeking a mid-level Financial Coordinator. Financial Coordinators in ACES support over 140 staff and $35M in sales a year. Financial Coordinators in ACES work closely with our research staff to support projects and financial planning from proposal stage to project execution, and project close-out. This role is critical to the success of the project portfolio within ACES and the successful candidate for this position will join a team of financial coordinators who serve as advisors to our technical staff.

 

The primary responsibilities of the successful candidate will be to provide business and financial analysis and project management coordination for groups and activities within the Division. This position serves as a resource to line management and technical staff to ensure objectives are achieved and carried out consistently in the following areas: business and program management, contracts, finance, quality assurance, acquisitions, and sales. Routine external contacts include staff at DOE site office, DOE Headquarters and other clients, as well as vendors and collaborators at universities and other federal agencies. The successful candidate is expected to work in a collaborative environment and manage multiple tasks simultaneously. Projects within the groups are primarily principal investigator led projects among various sponsors. Financial Coordinators are expected to identify potential areas of concerns associated with group activities, identify possible resolutions and work with appropriate management to resolve.

Additional responsibilities include but are not limited to:

  • Manage the grants/proposal process. Will be involved in the coordination of a high volume of internal and external grants/proposals and will acquire subject matter expertise needed for independency.
  • Provide independent oversight in daily coordination of project(s) including preparing and maintaining project plans, budgets, and staffing requirements.
  • Communicate with internal and external clients.
  • Prepare data for purchase requisitions, tracks procurements and service contracts throughout lifecycle. Supports business office in setting up financial structures, work breakdown structures, and maintains financial integrity.
  • Gain knowledge of a wide range of PNNL business systems and policies.

 


Qualifications

Minimum Qualifications:

  • MS/MA or higher -OR-
  • BS/BA and 2 years of relevant financial experience -OR-
  • AA and 12 years of relevant financial experience -OR-
  • HS/GED and 14 years of relevant financial experience.
  • Qualifying experience in financial support of budget management, financial analysis, and tracking & reporting of cost and spend may be considered.

Preferred Qualifications:

  • Possess a strong knowledge of government contracting principles, finance, and accounting principles.
  • Experience with finance reporting, budgeting and forecasting.
  • Experience in managing grants or proposal process.
  • Experience in tracking operational, contractual, financial, and business management requirements and financial status for the group.
  • Understand office support functions and possess the ability to effectively apply procedures, work independently, and direct workflow of others as appropriate.

Security, Credentialing, and Eligibility Requirements

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential.  To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation.  This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year.  This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

 

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO)risk determination to maintain employment.  Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.
