Overview:
The Physical Security Professional is responsible for the development, implementation, and maintenance of comprehensive security measures focused on the Intrusion Detection System (IDS) and Campus Camera System (CCS) at the Pacific Northwest National Laboratory (PNNL). This role involves configuring and administering security technologies, monitoring system health, troubleshooting performance issues, and integrating security platforms to maintain a secure campus environment. The incumbent will collaborate with internal and external stakeholders to develop and enforce security policies and procedures, conduct risk assessments to identify vulnerabilities, and lifecycle management of the systems. This position requires expertise in security systems, regulatory compliance knowledge, and strong project management skills to ensure the systems are compliant with security protocols and regulatory standards.

Responsibilities:
Intrusion Detection System Administration:
  • Configure, monitor, and maintain the IDS, including sensors, alarm panels, and controllers.
  • Analyze and investigate intrusion alarms and events to assess security risks and implement corrective measures.
  • Troubleshoot system malfunctions and coordinate maintenance or repairs with a matrixed PNNL team or vendors as needed.
  • Assist in system expansions and upgrades to accommodate evolving security requirements.
Campus Camera System Administration:
  • Oversee the configuration, operation, and maintenance of the campus-wide camera system, including both fixed and pan-tilt-zoom (PTZ) cameras.
  • Monitor system health, ensure camera coverage meets security requirements, and troubleshoot performance issues.
  • Manage the integration of the camera system with other security platforms, such as the IDS, access control systems, and video analytics.
  • Conduct regular audits of camera placements, video storage, and system configurations to identify and mitigate vulnerabilities.
Policy and Procedure Development:
  • Development and implementation of policies and procedures for the operation and maintenance of IDS and CCS.
  • Ensure compliance with security protocols and regulatory standards.
  • Maintain detailed records of system configurations, changes, and maintenance activities.
System Lifecycle Management:
  • Lead the planning, acquisition, deployment, and maintenance of IDS and camera systems, including lifecycle cost analysis and obsolescence planning.
  • Conduct Site Acceptance Testing, Functional Testing, and False Alarm Rate Nuisance Alarm Rate analysis for new system installations and upgrades.
  • Maintain detailed records of system configurations, maintenance activities, and version control.
Collaboration and Stakeholder Engagement:
  • Work closely with stakeholders and matrixed subject matter experts to assess security needs and implement effective solutions.
  • Perform security system design reviews for new construction and renovation projects.
Risk Assessment and Incident Management:
  • Perform comprehensive risk assessments to evaluate physical security vulnerabilities and recommend mitigation strategies.
  • Assist in incident response and forensic investigations, providing technical analysis and reporting on IDS events.
Qualifications:
Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience -OR-
  • AA and 14 years of relevant experience -OR-
  • HS/GED and 16 years of relevant experience.
  • Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.
Preferred Qualifications:
  • Bachelor's degree in electrical engineering, information technology, or a related field, or equivalent practical experience.
  • Knowledge of DOE Orders, NNSA security requirements, and federal regulatory standards related to physical security (e.g., DOE O 473.1A).
  • Demonstrated experience in configuring, maintaining, and troubleshooting IDS and video surveillance systems.
  • Proficiency in integrating security systems for seamless operation and incident response.
  • Experience conducting system assessments, identifying vulnerabilities, and implementing corrective actions.
  • Experience developing and implementing policies and procedures for physical security systems.
  • Strong analytical and problem-solving skills, with the ability to conduct root cause analysis and resolve complex security system issues.
  • Excellent communication and interpersonal skills, with the ability to train and support staff on IDS and CCS.
  • Familiarity with regulatory standards and best practices for physical security systems.
Additional Information:
This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position (TDP):
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
