Overview

The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy(DOE). Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

The Proposals and Contracts team is located in the Business Services Directorate. This team provides centralized sales leadership and guidance for the Laboratory to enable impactful research. This team is responsible for the overall administrative review of all reimbursable work activities which involve performance of research and development activities to ensure its appropriateness, viability, acceptable risk level, and contractual and regulatory compliance.

Responsibilities

Responsible for providing contracts assistant level support to Contracts Specialist in the area of sales, SPP (Federal and Non-Federal) ACT and CRADAs). Responsibilities include:

  • File development (DM and WALs), Contract administration, 90/60/30 day before expiration notifications.
  • Collections support, close out, drafting amendments, drafting proposal letters, coordinate project set up with the Funding team upon receipt of fully executed contracts and advance payment (as applicable).
  • Support the tracking of CRADA final reports.
  • Assignments may be broad or narrowly focused requiring considerable judgment and initiative. Understand implications of work and makes recommendations for solutions, process improvements and efficiencies.
  • Assist others in conducting studies and in supporting non-routine activities in accordance with established contracting procedures.
  • Supporting contracting role requires inter-disciplinary skills to expedite the contracting process, facilitate collection of required forms.
  • Have the ability to foresee problems and resolve.
  • Works with various internal customers including Project Managers, Financial Coordinators, Business Office Representatives, Project Management Office Directors, Sponsors, Accounts Receivables, Funding Team and other subject matter experts. It is expected the incumbent will display a high degree of customer service in all interactions.
  • Performs work under the general supervision of the Team Lead.

Qualifications

Minimum Qualifications:

  • High school diploma/GED and 10 years of relevant work experience -OR-
  • AA or higher and 8 years of relevant work experience

Preferred Qualifications

  • Possess working knowledge of contract administration
  • Possess working knowledge of Teams, Outlook, Word, Excel, PowerPoint and One Note
  • Demonstrates ability to effectively communicate (written, verbal, via telephone and Team meetings), use sound judgement, self-manage priorities and workload, analyze issues, think strategically, act with integrity and foster teamwork are required

Security, Credentialing, And Eligibility Requirements

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For Foreign National Candidates

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO)risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.

Mandatory Requirements

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.
