The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).

PNNL’s Strategic Intelligence Partnership Program (SIPP) Office delivers a suite of business services including proposal development and submittal, contracting management and administration, analysis of funding documents, and Financial Operations (Accounts Receivable primarily) activities in coordination with staff from that division.
Specific job duties include but are not limited to:
Specific job duties include but are not limited to:
- Proposal development, and monitoring contract compliance technical, financial, and contractual performance.
- Help coordinate sponsor relationship management and work contract negotiations.
- Interface with Department of Energy staff in support of Accounts Receivable, Proposal, Contracting, and Funding requirements under the leadership of the senior SIPP staff.
- Help plan, develops, and participates in training of contractual and SIPP Office requirements.
- Partner with Accounts Receivable (AR) staff to achieve the execution of AR-related tasks and requirements. Lead AR communication with Sponsors on all AR related topics.
- Partner with the Funding Team to ensure funding requirements are met and that Laboratory funding is applied to projects in an efficient, effective, and compliant manner.
Qualifications:
Minimum Qualifications:
- BS/BA and 2 years of relevant work experience -OR-
- MS/MA or higher
Preferred Qualifications:
- Experience with PNNL business systems and processes, specifically the Work Authorization & Lifecycle System (WALS),
- Project Management Reports, Accounts Receivable tools, and Proposal & Contracting Information System (PCIS).
- Experience working with Inter-Agency Agreements (IAA) between federal agencies.
- Accounts Receivable knowledge or experience.
- Sales or Acquisitions Contracting experience.
- Advanced knowledge of software including Microsoft Word, Microsoft Excel, Microsoft Access, and Power BI.
- Experience supporting PNNL’s Research Directorates in the proposal/funding processes, supporting project execution, and project closeout.
- Experience with Oracle project, financial, and accounting systems.

- Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
