HSPD-12 PIV Credential Requirement:
The PNNL SAS Information Security Professional position is responsible and accountable to assist, contribute, and learn from the incumbent PNNL SAS Information Security Professional in providing support, insights, and technical expertise in the development, implementation, and management of the Technical Security Countermeasures (TSCM-detect, deter, isolate, and nullify technical surveillance penetrations and hazards) and Communications Security (COMSEC-protect and control the means and materials used in encrypted communications) Programs. Formal appointment by the DOE Central Office of Record as the Technical Surveillance Countermeasures Officer (TSCMO) and COMSEC Custodian (Alternate) is required.

- Accepts responsibility from and is accountable to the Safeguards and Security (SAS) Information Security Manager for the successful operation of the COMSEC, TEMPEST, and TSCM programs. Under the day-to-day direction of senior level Security Specialists, the incumbent executes plans and procedures to effectively implement program policy.
- This position is directly responsible and accountable for providing program support, insights and technical support in the development, implementation, and management of the Communications Security (COMSEC), TEMPEST, and Technical Surveillance Countermeasures (TSCM) topical areas to facilitate effective functional SAS protection, control and accountability programs are in place for the interests of PNNL.
- As the Alternate COMSEC Account Manager, this position is appointed to execute all the duties required to maintain a compliant DOE COMSEC account.
- As the Alternate Technical Surveillance Countermeasures Officer (TSCMO) this position is appointed to perform the duties of the TSCMO Coordinator during periods when the TSCMO Coordinator is not available.
- As the Alternate TEMPEST Coordinator this position is appointed to perform the duties of the TEMPEST Coordinator during the periods when the TEMPEST Coordinator is not available.
- Expected to be an expert in this specialty area, and to be proficient in related SAS disciplines. The incumbent provides timely, accurate, and complete direction, advice, and assistance to all levels of management, as well as other staff members located throughout the consolidated Laboratory.
- Establishes and maintains liaison relationships by networking with PNNL management & staff, DOE, Field Intelligence Element (FIE), and other Contractors to foster integration, best practices and meet Division goals.
- Occasionally serves as consultant to senior management.
Minimum Qualifications:
- BS/BA and 5 years of relevant experience -OR-
- MS/MA or higher and 3 years of relevant experience -OR-
- AA and 14 years of relevant experience -OR-
- HS/GED and 16 years of relevant experience.
- Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.

- Possesses the ability to understand, evaluate, assess, and prioritize regulations and their applicability to PNNL and the SAS topical areas assigned.
- Possesses the ability to successfully communicate, integrate and coordinate with internal staff, stakeholders and external customers and effectively guide and mentor staff.
- Possesses the ability to identify trends and impacts, use innovative ideas to enhance business results and to influence policy and set direction across national organizations within the area of expertise.

- Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
