Position / Project Specifics :

This Project Manager position will spearhead the development, implementation, and maintenance of an electronic monitoring program for the West Pacific commercial pelagic longline fishery. The position will be based in Honolulu, Hawaii and integrated within the operational structure of the Fishery Research and Monitoring Division of the Pacific Islands Fishery Science Center of NOAA Fisheries. The incumbent will work closely with NOAA Fisheries and PSMFC personnel to create and oversee a comprehensive electronic monitoring program encompassing equipment installation, data collection, video review, and data management systems. This position includes supervisory duties. The incumbent will supervise PSMFC staff working for the West Pacific electronic monitoring program.

Essential Functions :

  • Conduct and supervise video review, including the development and implementation of video review protocols, data tracking procedures, and quality control measures.
  • Serve as leader for a field research or commercial project. Develop annual work plan, annual statement of work, and annual budget. Establish schedule and assure personnel and funding resources are in place for each phase.
  • Develop and implement procedures and techniques to ensure data integrity, timely data flow, scientific accuracy, adherence to policies and specifications, and production of deliverables.
  • Write, edit, and assemble electronic monitoring project progress reports, technical reports, and annual reports. Assure compliance with fiscal and reporting guidelines.
  • Represent project status in meetings with agencies, fishing industry representatives, universities, and consultants. Coordinate activities with affected parties and gain support and acceptance of proposals and recommendations.
  • Serve as supervisor of project team members. Communicate objectives of the project to assigned staff. As supervisor, perform all, or mostly all, of the following activities :

Plan and schedule subordinates' work, set and adjust priorities, and prepare schedules for completion of work.

  • Assign work to employees based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance for technical adequacy and accuracy.
  • Give advice, counsel, or instruction to employees on technical and administrative matters.
  • Interview candidates for positions in the unit and recommend selections or promotions.
  • Receive and resolve complaints from employees.
  • Identify training needs of employees and personally provide or arrange for needed instruction.
  • Evaluate and adapt work methods and procedures to improve the quality of the work and production of deliverables.
  • Salary Range : $90,662 - $117,856

    Qualifications :

    Knowledge Required by the Position :

  • At-sea fisheries observer experience, preferably within the West Pacific commercial pelagic longline fishery.
  • Familiarity with visual identification of marine species, with preference for species commonly encountered in the West Pacific longline fisheries.
  • Proficiency in computing, including accurate and efficient data entry skills, with the ability to input data, structure information retrievals, edit, combine, and manipulate data, and generate user-focused reports.
  • Knowledge of principles, methods, techniques, and systems of project management, including the ability to provide leadership in the areas of goal setting, budgeting, direction of personnel, travel management, time and attendance management, procurement, and contract administration.
  • Ability to apply sound judgment in the solution of organizational and operational problems in a timely, economical fashion.
  • Ability to analyze and evaluate outcomes of unit work efforts.
  • Ability to establish and maintain effective working relationships with all levels of key management, staff, government agencies, and private concerns.
  • Ability to communicate effectively, in both written and oral form, with individuals and groups having diverse backgrounds and technical expertise.
  • Ability to select, develop, and supervise team members or contractor staff.
  • Ability to plan and manage annual budgets and work plans.
  • Additional Desirable Knowledge and Skills :

  • Video Review Experience.
  • Knowledge of data collection, reporting techniques, relational database design, and tabular / spatial data compilation and analysis.
  • Knowledge of database management procedures, including data acquisition, validation, standardization, storage, retrieval, and exchangeability.
  • Knowledge of data management concepts, principles, and methods, including quality assurance practices to ensure data accuracy and reliability.
  • Minimum Qualification Requirements :

    One year of Specialized Experience is required. Specialized Experience is experience that equips the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position being filled. To be creditable, specialized experience must have been equivalent to at least the next lower level in the normal line of progression for the position being filled. In addition to presenting the required Specialized Experience, all candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision.
