The Tribal Liaison will develop and deploy PacificSource’s strategy in building relationships and pursuing partnerships with Tribes, Urban Indian Health Programs and Indian Health Services, across PacificSource’s Oregon Medicaid service area. The Tribal Liaison will serve as the single point of contact for PacificSource Community Solutions Coordinated Care Organizations (CCOs), for Oregon Federally Recognized Tribes, the Urban Indian Health Program, and the Oregon Health Authority-Tribal Affairs Office. The Liaison will be responsible for a range of functions to improve the physical, behavioral, and oral health of American Indian/Alaska Native (AI/AN) communities and members. The Liaison is responsible for building a culturally responsive approach and possesses knowledge and expertise to enable PacificSource to strengthen relationships and work collaboratively with sovereign tribal nations. This role will communicate with network providers, members, and other stakeholders to coordinate the work.
Essential Responsibilities:
- Develop and guide a strategic framework that will foster and strengthen understanding and engagement between PacificSource and Tribal communities and the Indian Health Services, within the Oregon Medicaid service area.
- Lead specific initiatives that are a part of PacificSource’s Diversity, Equity, Inclusion and Anti-racism initiatives.
- Understand how Oregon’s CCOs interact with Tribal health systems.
- Promote services and programs to improve the health equity of AI/AN communities and members.
- Meet regularly with local tribal representatives to discuss issues of concern and interest.
- Attend trainings to expand knowledge of principles that are foundational to working with and understanding tribal health systems.
- Develop and conduct training and technical assistance for PacificSource staff, health providers, and others working with tribal health systems, in collaboration with the Health Equity staff and the Training and Facilitation Program Manager.
- Collaborate with tribal-cultural and prevention programs to expand services in the areas of Public Health and Behavioral Health.
- Contribute to each CCO’s Community Health Assessment and Community Health Improvement Plan and promote the participation of tribes, consistent with their preferences.
- Communicate with PacificSource leadership and the Health Councils to bring forward issues of concern to Tribal/Urban Indian Health Programs.
- Facilitate the resolution of issues that arise between CCOs and a provider of Indian health services within a CCO service area.
- Collaborate with Medicaid Administration Department around CCO contractual and regulatory requirements, including, but not limited to, participating in the Medicaid Leadership Team, as requested.
- Collaborate with Government Relations Department and provide guidance around policy and legislative areas of relevance, including providing consultation and education around federal and state laws, policies, and regulations.
- Actively participate in internal and external committees, workgroups, and taskforces when knowledge, skills, and experience may be useful to the committees’ purposes.
- Stay abreast of laws and regulations that may affect the organization’s policies and procedures. Monitor compliance with federal, state, and local regulatory requirements, as it pertains to tribal affairs.
- Collaborate with regional leaders and key departments around potential business development activities and opportunities.
- Actively participate as a key team member in company meetings and within the Department of Community Health.
- Actively participate in various strategic and internal committees to disseminate information within the organization and represent company philosophy.
Supporting Responsibilities:
- Meet department and company performance and attendance expectations.
- Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
- Perform other duties as assigned.
SUCCESS PROFILE
Work Experience: A minimum of 4 years’ experience working in the health field with AI/AN tribal entities and programs required. Experience with the Indian Health Services/Tribal Health/Urban Indian Health Program delivery system, participation in the development and implementation of community health improvement plans and initiatives, and interacting with state and local policymakers, concerning Tribal affairs and interests is preferred.
Education, Certificates, Licenses: Bachelor’s Degree is required, preferably in the area of public health, public policy, or a related field. Master’s Degree is preferred.
Knowledge: Current knowledge of national health care delivery trends, new technologies and statewide and national economic issues affecting tribal health programs and the health and wellbeing of AI/AN communities and members. Knowledge and understanding of government-to-government relationships between states and sovereign tribal nations. Knowledge of Indian Health Care Provider managed care rules and experience with Oregon’s Coordinated Care Organization model. Familiarity with the Oregon Health Authority Tribal Consultation and Urban Indian Health Program Confer Policy. This position requires a strong and versatile communicator, able to work with diverse stakeholders.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 50% of the time, within the regions we serve.
