    Position: Executive Director of Teaching and Learning and Literacy Lead

    Position Summary: The Executive Director of Teaching and Learning and Literacy Lead is a key leadership role responsible for advancing the district’s instructional and literacy initiatives. This position oversees K-12 curriculum development, instructional practices, and assessment strategies while ensuring compliance with Minnesota state education standards and the READ Act legislation. The role includes driving systemic change, fostering professional growth among educators, and promoting equitable academic achievement across all student populations.

    Education and Experience

    • Valid Teaching License and Administrative License.
    • Bachelor’s degree in education, reading, special education, or a related field.
    • Completion of an MDE-approved Professional Development program (CAREIALL, OL&LA, or LETRS for Educators).
    • Minimum of five years of classroom teaching experience, with a strong emphasis on K-12 literacy and numeracy practices.
    • Demonstrated expertise in data-driven instructional decision-making and curriculum alignment supporting transformational change in systems.
    • Experience with systems-level leadership, planning, implementing, and evaluating district-wide initiatives and professional learning and supporting large-scale educational initiatives.
    Preferred:
    • Master's or Doctorate degree in education, reading, or related field.
    • Certification as a LETRS/OL&LA/CAREIALL facilitator.
    • Proven success in leading district wide professional learning and literacy programs.
    • Deep understanding of the Minnesota Multi-Tiered System of Supports (MnMTSS) framework.



    -Salary will commensurate upon experience. 1.0 FTE (Range: $120,000 - $135,000)
    -Benefits include health with an HSA, dental, life/ltd, TRA and PTO

    Location and Community: PACT is located in Ramsey, Minnesota, a family friendly and growing community, of Anoka County with current population around 25,000, and 25 miles northwest of Minneapolis-St. Paul. Ramsey is bordered on the south and east by the scenic beauty of the Mississippi and Rum Rivers. The PACT Elementary campus is located at 7250 East Ramsey Parkway, in the 420 acre COR Development and next to Ramsey's newest park, The Draw, which includes an amphitheater, water feature, farmer's market, concerts, and other community events. The PACT Secondary campus is located at 7729 161st Ave NW between Central Park in Ramsey and the St. Katharine Drexel Church property. It's located on 161st Ave NW between Armstrong Blvd NW and Variolite Street NW. The parcel has a beautiful line of trees and wetlands and provides a gorgeous backdrop for the new Secondary Campus. Many parks and an extensive trail system are readily accessible and connected by a network of trails that link The COR to the regional parks and trail system. Many people have chosen to live in Ramsey because of its rural character, wetlands, wildlife, and housing choices. U.S. Highways 10/169 and State Highway 47 are two main routes. Northstar Commuter Rail stops in Ramsey and runs to and from downtown Minneapolis.
