Description

Padre Dam is seeking an experienced Construction Inspector to join our Development Services Team in the Engineering Department. The ideal candidate will have experience in construction inspection of water, sewer and recycled water facilities, be an effective communicator and excel in a collaborative team-centric environment.

Incumbents are responsible for a wide variety of duties including locating and marking Padre Dam facilities (water, reclaimed water, sewer pipelines, valves, manholes, gas, electric and phones) and project management and inspection of complex Padre Dam and private contract construction work related to water, recycled water, and sewer facilities. Duties performed might include : locating and marking facilities using engineering drawings, visual identifiers and specialized equipment, scheduling field meetings with contractors and other agencies, updating location / inspection project drawings, reviewing survey data and procedures, performing continuity tests on installations of tracer wires, inspecting and approving private development and Padre Dam contract construction projects; planning, scheduling and pacing inspection work with the progress of construction; reviewing plans / details, submittals, specifications, contract documents and soil reports; ensuring compliance for quality and quantity of materials, construction methods, equipment and workmanship; responding to and resolving customer inquiries and complaints; and, maintaining records documenting progress of projects.

Essential Duties

  • Locates and marks existing Padre Dam facilities in the field using engineering drawings, computer databases, visual identifiers and specialized equipment.
  • Assists Padre Dan's Right-of-Way Agent with the location, monitoring and documentation of easement encroachments, erosion problems and other easement issues.
  • Schedules and attends field meetings with contractors and other agencies.
  • Updates, maintains and organizes location and inspection project drawings, files and records.
  • Coordinates construction projects with all Padre Dam departments, other public agencies and the general public.
  • Inspects and approves all Padre Dam facilities construction work performed by private contractors. Work may include : earthwork, masonry, pipeline, welding, valves, manholes, meters, pump stations, paving and landscaping.
  • Documents progress and details of construction work with daily reports, digital photographs, field notes and all other project records using a computer with Windows-based software. Must also know how to archive and retrieve reports.
  • Prepares progress reports, approves and recommends acceptance of progress payments, change orders and final project to Padre Dam.
  • Notifies contractor whenever a violation of safety procedures is observed in the field.
  • Responds to, resolves and documents customer inquiries and complaints.
  • Reviews plans, submittals, specifications, contract documents and soils reports.
  • Confers with Padre Dam engineering staff and contractor regarding work or materials that deviate from plans / specifications, and ensures that approved work meets Padre Dam standards.
  • Reviews survey data and procedures to verify line, grade and locations and accurately established and confirms that they are adhered to during construction.
  • Coordinates and monitors the disinfection / chlorination of newly constructed facilities to ensure that regulations are followed.
  • Responds to after hour emergencies.
  • Performs other duties of a similar nature or level.

  • Training and Experience

    Completion of course work beyond High School related to mathematics, mapping, and / or plan checking, one year experience performing the above duties; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    Licensing Requirements (position requirements at entry) :

  • Water Distribution Operator Grade D-3 certificate from the State of California, Dept. of Health Services within three test cycles of date of hire;

  • Supplemental Information

    The first review of applications will occur at the end of March 2025 and interviews may be held in April. The job will remain open until the position is filled.

    Health Insurance :

    Employees have three plans from which to choose. Two HMO plans are 100% paid by Padre Dam for the employee and 90% for all eligible dependents; one PPO plan is partially paid by Padre Dam. Coverage is effective the first of the month after hire. The Employee has option to waive coverage and receive 50% of Padre Dam's cost savings as cash compensation. In order to waive benefits, you must show proof of other ACA eligible coverage.

    Dental Insurance :

    Padre Dam pays the total premium costs for the employee and all eligible dependents. Coverage is effective the first of the month after hire.

    Employee Assistance Program :

    Employees and their dependents have access to confidential, third-party personal counseling, financial and legal advice.

    Flexible Spending Accounts :

    Padre Dam employees may elect annually to set aside pre-tax dollars for reimbursement of medical costs not covered by health insurance and dependent care expenses.

    Life Insurance :

    Employee Group Life and Accidental Death and Dismemberment Insurance is provided at 1½ times annual salary with a maximum benefit of $250,000. Dependent coverage of $5,000 is also provided. Total premium costs are paid by Padre Dam for the employee and all eligible dependents.

    Short & Long Term Disability :

    Padre Dam provides Short & Long Term Disability for the employee at 66 2 / 3% of monthly gross income. The Short Term Disability benefit is payable after 31 days and the Long Term Disability benefit becomes payable after the 91st day if there is a qualified disability.

    Voluntary Benefits :

    Employees have access to additional voluntary benefits such as Aflac critical illness, Pet Insurance and Identity Theft protection. Employees are responsible for the entire cost of premiums of these plans.

    Vacation :

    New employees accrue 12 days per year for 1 to 4 years of service. Additional days are earned with additional years of service.

    Sick Leave :

    All employees accrue 12 days per year. Employees who accumulate and maintain a sick leave bank in excess of 240 hours may, on an annual basis, sell back up to 40 hours of unused accrual hours.

    Holidays :

    Employees enjoy 12 paid holidays per year.

    Retirement :

    Membership is compulsory in the California Public Employees' Retirement System (CalPERS). Benefit formula for new CalPERS members is 2% @ age 62. Benefit formula for classic CalPERS members is 2.5@ age 55.

    Social Security / Medicare :

    Employees are covered under provisions of Federal Social Security and Medicare.

    Deferred Comp Plan :

    An optional deferred income plan is available which allows current income to be set aside as supplemental retirement savings.

    Salary Adjustments (2022-2027) :

    Padre Dam provides an annual Cost of Living Adjustment of 3.25% on the first pay period of each fiscal year. In addition, Padre Dam offers a pay for performance merit system. Annually, on the anniversary date of the employee, an evaluation will be done that may include an increase in salary in alignment with performance.

    Tuition Reimbursement :

    After the probationary period, employees may apply for tuition reimbursement benefits.
