Under the direct supervision of the Coordinator of Expanded Learning Opportunities (ELO-P), this position works to monitor, support, oversee, and drive logistical aspects of expanded learning programs throughout the District; After School Education and Safety (ASES), Expanded Learning Opportunities before and after school programs, and ELOP Saturday, Summer Session. 

DISTINGUISHING CHARACTERISTICS
This classification is distinguished from others in this series in that the incumbent will supervise classified employees working in all expanded learning programs. This requires specialized knowledge of program guidelines and independent judgment to perform a variety of complex tasks to ensure comprehensive single plan implementation, grants assurances, and state and federal compliance.Essential Duties and Responsibilities 
The following tasks are essential for this position.  Duties performed by incumbents in this classification may include, but are not limited to the following:
  1. Collaborate and coordinate with ELO-P Coordinator to plan, direct and coordinate classified assignments; secure qualified staff to provide services to students.
  2. Coordinate the placement of students registering for programs, and act as liaison between programs to provide coordinated services to those students.
  3. Assist in the development of in-service opportunities for parents, and provide support in accessing appropriate education programs and related services.
  4. Organize District services with outside agencies and build community relationships.
  5. Communicate program goals to all District, parent, and public stakeholders.
  6. Direct and train expanded learning classified personnel; supervise all assigned staff in coordination with ELO-P Coordinator.
  7. Support and collaborate with certificated staff.  Provide feedback to the evaluator.
  8. Plan, coordinate and schedule meetings, trainings, and events for expanded learning programs.
  9. Perform site monitoring to ensure State and Federal compliance.
  10. Perform audits of work in progress.
  11. Create and maintain a system for all expanded learning programs.
  12. Utilize Student Information System (SIS) California Longitudinal Pupil Achievement Data System (CALPADS) and other comprehensive student databases to collect and produce information and reports on student enrollment and attendance for all programs.
  13. Follow all district policies, state and federal laws including, but not limited, to ensuring student privacy and maintaining secure data.
  14. Collect information in preparing annual reports and presentations.
  15. Ensure effective and timely written and verbal communication with school sites, providers, and departments regarding program information, concerns, and needs.
  16. Monitor budgets and expenditures, including state and federal grants.
  17. Maintain contact with vendors and suppliers; recommend purchase of supplies and equipment.
  18. Assist with personnel requests and the recruitment, selection, and assignment of staff allocated to expanded learning programs.
  19. Act as a liaison between District staff, bargaining units, service providers and outside agencies; assure adherence to contractual agreements.
  20. Attend and actively participate in District meetings, applicable trainings and/or workshops as required; take initiative in sharing information and implementing appropriate actions to support the program.
  21. Assist in the development of field trips and assemblies.
  22. Prepare safety plans for each site that include maps, rooms in use, alternate rooms for relocation, and exit routes for fire, earthquake, lockdown (modified and full).
  23. Review daily incident reports and communicate with ELO-P Coordinator.
  24. Independently design, develop, write, format, and distribute manuals, memoranda, bulletins, flyers, flow charts, and reports.
  25. Communicate orally and in writing professionally and effectively with staff, outside agencies and the public.
  26. Perform other job duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit and program.

Experience
Three years of responsible secretarial and/or supervisory experience involving contact with the public.  School district experience is preferred.

Education
High school diploma or equivalent.
An Associate Degree or certificate in business management or business administration is desired.

NOTE:  Foreign degrees and credit units require translation and equivalency established by an agency recognized by the California Commission on Teacher Credentialing.

License and Certification
Possession of an appropriate driver's license.
Ability to be covered under the District property/liability insurance.

Optional Second Language Requirement
The ability to speak, read and write proficiently in an appropriate second language in addition to English is preferred.Application Filing

Examination
Following the evaluation of training and experience, and responses to supplemental questions, the most qualified applicants selected to move forward will be invited to participate in the structured oral examination.  Make-up exams will not be offered. 

After the exam procedure concludes for this recruitment, an eligibility list will be established to fill future vacancies.  When eligibility lists include open and promotional lists of qualified persons through competitive examination, the promotional list will be used first, unless otherwise stated on this bulletin.

Work Schedule:
This is an exempt position with a full-time schedule; 8 hours/day, 40 hours/week, 12-month work calendar.  Additional or extended hours may be necessary.

Compensation
Salary placement for new employees is typically at the first step ($84,109/annually) of the appropriate salary schedule. Upon successful completion of the initial probationary period, a one-step salary advance shall be granted with all future annual advances occurring on the established anniversary date.

Probationary Period
Persons in this position are required to successfully satisfy a probationary period of one (1) year from the date of appointment.  During this period, an employee must demonstrate an overall satisfactory level of performance.

Paid Leaves
  • One (1) day of paid leave of absence is earned for each full month of service.  The amount of sick leave granted may be accumulated from year to year. 
  • Vacation is earned at the rate of two (2) days for each month in paid status for a maximum of 24 days per year.  
  • Seventeen (17) paid holidays that fall within the work year.

Physical Requirements and Working Conditions:

  • Require vision (with or without correction) to read small print.
  • Require mobility of arms to reach and dexterity of hands to grasp and manipulate small objects. 
  • Perform work which may require sitting for prolonged periods.
  • May be required to attend periodic evening meetings and/or travel within and out of District boundaries to attend meetings.
  • Exposure to varying temperatures in climate-controlled environment and outdoor inclement weather during travels.
  • Work at a computer terminal for prolonged periods.
  • May be required to work evenings and weekends.
