Job Title:Supply Chain Manager Reports to Title:VP of OperationsSummaryThis role is responsible for the leadership, direction and oversight to each of the functional areas, while providing strategic and tactical operational execution of the Supply Chain organization to ensure continuity of supply to meet 100% On Time customer deliveries. Direct and coordinates activities of personnel engaged in purchasing, planning and distributing raw materials, equipment, machinery, and supplies in organization by performing the following duties personally or through subordinate supervisors.Essential Duties and ResponsibilitiesEssential functions of the position include, but are not limited to:

  • Supply Chain staffing, development and implementation of strategies to meet key performance expectations and continuous improvement goals
  • SIOP implementation to ensure effective materials management in support of business goals
  • Partnering with Business Unit leadership to effect standardized practices and enable end-to-end supplier quality, performance, and on time delivery
  • Collaborating with business development, program management and engineering to ensure early materials management involvement in proposal and design efforts
  • Single point of accountability for Materials to Operations leadership
  • Support organization in development/implementation of the philosophy and strategy for material procurement, subcontracts/material, and other supply chain related areas
  • Oversee initiatives resulting in the continuous improvement of materials through cost reduction, quality improvement and lead-time reduction
  • Strict adherence to corporate ethics, internal controls, and ensure government compliance
  • Meet Materials business support objectives for cost, quality and on time delivery of material and services
  • Create Material strategies to meet annual business plans targets
  • Achieve materials productivity goals
  • Manage material/services requirements for division spend of ~$20M annually to drive year-over-year productivity
  • Ensure that the Supply Chain operations contribute to the profitability of the organization by reducing total costs, enhancing processes that will contribute to overall improvement and waste elimination
  • Monitor developments within in-country and external markets to source materials and meet current/future supply chain needs
  • Supervise the creation of materials requirements plans and forecasts, using established tools and methods
  • Establish and monitor key performance indicators and metrics for supply chain planning and forecasting; enact changes based on findings
  • Develop and, if necessary, implement disaster recovery and business continuity plans in pursuit of risk management goals
  • Facilitate, lead, and support all supplier relationships, and periodically conduct supplier capability assessments
  • Regularly report on supply chain performance to leadership team and other stakeholders
  • Seek and establish ways to further align supply chain unit with the organization's financial revenue goals
  • Maintain strict control over materials' inventory levels to meet internal and external demand of product
  • Manage a capital investment plan for supply chain functions across the organization
  • Identify discrepancies between inventory records and take action
  • Conduct periodic inventory cycle counting according to internal requirements
  • Help to facilitate the resolution of technical issues between Palomar and the suppliers
  • Prepare instructions regarding purchasing systems and procedures
  • Reviews purchase order claims and contracts for conformance to company policies
  • Regulatory/Import/Export Trade Compliance
  • Continuously seeks out additional sources of supply and performs required Supplier/facility qualification
  • Collaborates with Business Unit team Engineering, Manufacturing Engineer to drive Design for Manufacturability improvements with suppliers
  • Prepares, issues and approved purchase orders and change notices

QualificationsQualifications:

  • Strong business acumen
  • Inventory management, including familiarity with excess/obsolescence, consignment, turnkey etc
  • Strong knowledge of ERP systems. Syteline is a plus
  • In depth understanding of Supply Chain tools and management
  • Proven experience in attracting, developing and retaining a diverse workforce
  • A combination of education and experience that allows an in-depth understanding of process and technical management in the areas of:
  • Experience in Electronic Manufacturing in government contracting environment
  • Metal and Plastics Fabrication
  • Obsolescence Management
  • Supplier site and process qualification
  • Familiarity with Small Business Plan creation and management
  • Knowledge of Lean Enterprise Systems
  • Excellent negotiation and communication skills, including written and oral presentations
  • Strong supervisory and interpersonal skills
  • Command of Microsoft Office tools (Word, Outlook, Excel, Power Point and Project)

Salary Range: $130k - $155k

Physical DemandsWork is performed in a production environment and regularly requires sustained performance of physically demanding work including lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20 to 50 pounds) and dexterity of arms, hands and fingers to operate hand and/or power tools such as drills, hammers for performing facility maintenance and inspection. Job Essential functions require maintaining physical condition necessary for standing, walking, constant bending, twisting, reaching, climbing, kneeling and occasional use of safety/protective equipment.Work EnvironmentWork is performed in a production environment and regularly requires sustained performance of physically demanding work including lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20 to 50 pounds) and dexterity of arms, hands and fingers to operate hand and/or power tools such as drills, hammers for performing facility maintenance and inspection.
