This position is under the leadership and guidance of the Director of Public Works. This is an entry level position responsible for the inspection and administration of the City of Panama City’s Fats, Oils and Greases (F.O.G.) Program, Cross Connection Control (C.C.C.) Program, Cut and Cap (C &C) Program and the City’s Pretreatment Inspection Program. Operationally, this position reports to the Environmental Compliance Supervisor.This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).ESSENTIAL DUTIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Maintaining the records for the programs, performing backflow, grease interceptor Cut & Cap inspections and Pretreatment inspections on commercial facilities as well as residential accounts having irrigation meters.Inspects plumbing and drain systems to discover violations for all programs.Informs building / facility owners of the specific compliance violations.Ensures all required remediation devices are installed and inspected. Tracks annual testing / inspecting of each device, informs customers of testing / inspecting requirements, and manages delinquent compliance as needed.Prepares reports citing the deficiencies found on inspections performed.Conducting and documenting stormwater inspections on an as-needed basis – citing construction sites that are out of compliance with NPDES standard.Data entry tasks for Cross Connection Control Program.Effectively communicates intent and requirements to the customers.Perform other duties as required.KNOWLEDGE, SKILLS AND ABILITIESAbility to learn and apply the Florida Administrative Code for each of the programs.Ability to plan, organize and keep accurate records.Ability to learn and apply the methods, materials, rules, ordinances and requirements of all the programs.Ability to effectively, cooperatively and professionally communicate both orally and writing to the general public, team members, leaders and other departments. Ability to use data tracking software. Ability to work in a team focused environment as well as independently in a self-motivated and reliable manner.Basic administrative skills are necessary including basic office practices and usage of basic office equipment. Strong skills and knowledge of Microsoft Office products (Word, Excel, Power Point and Outlook).Ability to work with minimum supervision and effectively manage multiple deadlines.Ability and desire to learn third party software independently including but not limited to Adobe.Strong writing skills are necessary exhibiting a professional business appropriate vocabulary and documentation.Strong skills in communicating with diverse groups in an effective, cooperative, professional and customer focused manner.

Associates or Bachelor’s degree with focus on environmental science area is preferred.Graduation from high school or possession of an acceptable equivalency diploma.Valid driver’s license.Experience in customer service area is desirable.
