What You'll Do
- Responsible for organizing, planning, and directing the operational support function of an assigned facility to ensure successful and timely completion of assigned missions in accordance with Government and Company directives. This includes oversight of all administrative and operational aspects of the facility. Coordinates submission of occurrence reports and processes associated operations information as required by the Department of Energy. In the event of an emergency, takes initial mitigating actions, makes inceptive evaluations and assessments. May serve as Department Manager, subject to the responsibilities and duties of the role.
- Performs duties with considerable opportunity for exercise of initiative, independent judgment and discretion under limited supervision. Is accountable for the results of actions taken.
ESSENTIAL JOB DUTIES:
- Serves as the Facility Manager as defined in Pantex Conduct of Operations Manual MNL-0040 and has full responsibility for occurrence reports, including review and approval.
- Ensures daily compliance with Conduct of Operations including a comprehensive series of controls implementing the requirements of DOE Orders, , Standards, and IOPs.
- Approves the preparation, changes and validation of process/building safety procedures and conducts all operations according to these written procedures.
- Establishes, maintains and monitors performance indicators on applicable activities (i.e. waste errors, safety discrepancies, and facility downtime).
- Interfaces with support organizations regarding radiation safety, industrial safety, risk management, explosives safety, nuclear explosives safety, waste management, industrial hygiene, environmental restoration, quality assurance, safeguards & security, engineering and operations support.
- Maintains up-to-date status of facility checklists and ensures adherence to SARs, applicable building standards (TSSOPs), basis for lnterim Operation, and other requirements of the safety envelope Maintains overall responsibility for facilities, equipment, and building safety systems, and coordinates the maintenance, Radiation Safety, Security, and other support activities as related to facilities, equipment and tooling.
What You'll Do Continued
- Provides input to facility "Operational Review" (OR) activities and facility decontamination and decommissioning plans.
- Coordinates Radiation Alarm Monitoring System (RAMS) and hazardous material spill responses to ensure appropriate responses to alarms and occurrences.
- Oversees facility access procedures and conducts tours of facility.
- Ensures the availability and operability of facility-specific equipment. Maintains proficiency in the use of facility-specific protective equipment.
- Participates in and responds to Defense Nuclear Facility Safety Board (DNFSB) evaluations, DOE assessments, and conducts management walk-through and facility assessments.
- Maintains operating records and records of monthly audits of lockout/tagout permits. Initiates, coordinates and signs Lockout/tagout, MROs/Work Orders, and repair tags as required.
- Maintains listing of critical safety systems and monitors these systems during performance of operations and use of facility.
- Maintains and updates Facility Status Boards to ensure availability of the most current information relative to Critical Safety Systems and related maintenance.
- Provides input in identifying facility related unreviewed safety questions, critical safety system and facility ORRs.
- Prepares, maintains and monitors the Plan of the Day (POD) to identify authorized facility maintenance and other facility activities.
- Maintains quality assurance and quality control verification and testing through process steps defined in approved procedures; reviews defects and provides corrective action responses to the DOE as required.
- Manages facility waste streams according to approved procedures.
- Accountable for all direct output assigned and for providing direct output support to his/her manager.
- Responsible for maintaining a thorough knowledge of applicable Federal, State, DOE, Corporate and Plant rules, regulations and Plant-wide operating policies and procedures.
- Responsible for application of established personnel and operating policies and programs, including Union Agreements, employee concerns, discipline processes, and safety, health and security standards.
- Performs other duties as assigned.
- Required to attend and/or successfully complete training classes as determined by the Training and Development Technologies Department, through General Employee Training (Reference DOE Order 426.2), and Management.
- Participates in worker involvement including input to work planning and methods to identify hazards and controls.
- Understands a worker’s right to stop work when they feel their own or others personal safety is jeopardized.
- Attends all required safety meetings and training. Offers suggestions on improvements to the work environment.

Minimum Job Requirements
- Bachelor’s degree: Minimum 7 years of relevant experience. Typical experience ranging from 10 to 15 years.
- Master’s degree: Minimum 6 years of relevant experience. Typical experience ranging from 10 to 15 years.
- PhD: Minimum 3 years of relevant experience.
- Candidates with high school diplomas may be considered on an exceptional basis if they have 15 or more years of relevant experience.
