What You'll Do

This position requires a general understanding of waste material handling practices as they relate to Department of Transportation (DOT) regulations, and Federal Motor Carrier Safety Regulations (FMCSRs); a comprehensive knowledge of Federal and State of Texas environmental compliance laws and regulations, with an emphasis on the Resource Conservation and Recovery Act (RCRA), and Chapter 335 of the Texas Administrative Code (TAC) ; knowledge to apply the principles of Formality of Operations and Conduct of Operations in an industrial setting; ability to monitor compliance with written instructions; and comply with environmental, transportation, safety, and security regulations; demonstrated ability to manage processes and projects as well as supervise bargaining employees in their daily performance and; the ability to assess situations as they arise and make a quick and effective decision; implement management policies or operating practices; and carry out assignments related to the operation of the company’s business.

This position involves the direct supervision, on a full-time basis of bargaining personnel engaged in the functional areas of waste management including waste processing and storage, waste shipping, explosive movement and handling, heavy equipment operations, and component sanitization. The person occupying this position will be required to:

  • Coordinate with other supervisors to plan daily activities
  • Prepare and conduct on-the-job training
  • Conduct stand-up meetings
  • Ensure subordinates are qualified to perform assigned work
  • Provide instructions as necessary for proper and safe performance of work
  • Monitor on-going work and correct safety and performance deficiencies
  • Develop and revise waste operations specific training, operational procedures, and job safety hazards analyses
  • Perform pre-job walk downs and develop pre-job briefs on new or non-routine operations
  • Interact with functional groups outside the department in order to solve problems and advance the business
  • Maintain an operational status for Waste Operations facilities and equipment
  • Ensure department vehicle fleet and equipment (i.e., forklifts, CMV’s, vans, etc.) are properly maintained including preventative maintenance inspections and DOT requirements (Federal Motor Carrier Regulations)
  • Plan and coordinate explosive and radioactive moves

Minimum Job Requirements

  • Bachelor's degree: Minimum 5 years of relevant experience.
  • Candidates with high school diplomas may be considered on an exceptional basis if they have 13 or more years of relevant experience.
  • In addition, the applicant must meet the requirements of DOE O 426.2 (i.e., High School diploma and 3 years nuclear experience, or a DOE O 426.2 alternative). DOE 426.2 experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. Preferred Job Requirements

  • Bachelor's degree in a technical field (preferably science or engineering)
  • A minimum of 4 years’ experience in a management/supervisor role
  • A comprehensive understanding of both the federal and state waste and transportation regulations including DOT, FMCSRs, RCRA, and TAC
  • Knowledge of and experience in field/activities/operations being supervised to provide comprehensive direction to staff and work group
  • Knowledgeable of Pantex business and operations support, resources, practices, processes, and policies needed to solve problems and accomplish work
  • Knowledge of the company/bargaining unit contract
  • Technical knowledge of engineering, formalized operations, and/or production line activities
  • Ability to identify, research, and systematically resolve complex issues and problems
  • Basic Knowledge of DOE, NNSA, NPO, and Pantex procedures and work instructions
  • Ability to manage personnel in performance of operations
  • Ability to present information clearly and effectively through the oral and written word.
  • Ability to interact across the enterprise
  • Highly effective people skills by being able to interact and be responsive to personnel issues and concerns
  • Understands a worker’s right to stop work when they feel their own or other’s personal safety is jeopardized

If a range of Career Levels is posted, i.e., Senior Associate to Senior Specialist, internal applicants already in one of the Career Levels would come across at their current Career Level. Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
