JOB TITLE: Utility Worker

REPORTS TO: General Manager or designee FLSA STATUS: Non-Exempt

DIVISION: Operations LOCATION: Various

RESPONSIBILITIES:

The Utility Worker is responsible for performing daily utility duties, weekly dispatching duties, and occasional driver duties. This position ensures the cleanliness and maintenance of company vehicles, assists in scheduling and dispatching operations, and operates transit vehicles when needed to support operational needs. To perform this job successfully, a person must be able to perform each essential duty satisfactorily*.

Driver Essential Duties*:

1. Operates company vehicles to transport passengers on fixed route, demand-response, or door-to-door service.

2. Assists dispatchers with routes and narratives.

3. Assists elderly passengers and persons with disabilities per ADA regulations, including wheelchair securement and emergency evacuation.

4. Maintains a professional and courteous demeanor while promoting positive passenger relations.

5. Completes pre- and post-trip vehicle inspections and submits vehicle condition reports.

6. Completes passenger and vehicle usage records.

7. Ensures vehicle cleanliness and submits incident/accident reports as necessary.

8. Complies with company policies, procedures, and training requirements.

9. Performs other driver-related duties as assigned.

10. Must be able to perform all of the above without assistance.

Dispatching Essential Duties*:

1. Performs trip scheduling, ensuring efficiency and adherence to service expectations.

2. Monitors radio transmissions and responds to service disruptions, making real-time adjustments.

3. Assigns and dispatches drivers using a computerized system.

4. Communicates schedule adjustments to drivers and passengers as necessary.

5. Documents delays, cancellations, and schedule changes accurately.

6. Coordinates emergency responses, including law enforcement or medical support when needed.

7. Assists drivers and passengers in emergency situations.

8. Performs other dispatching-related duties as assigned.

9. Must be able to perform all of the above without assistance.

Utility Essential Duties*:

1. Cleans vehicle interiors, including windows, seats, floors, and ceilings.

2. Sweeps and removes trash from vehicles and reports any needed repairs.

3. Washes vehicle exteriors using appropriate cleaning materials.

4. Fuels vehicles and ensures fluid levels are maintained.

5. Assists maintenance staff as needed.

6. Performs janitorial duties in operation facilities, such as cleaning restrooms, vacuuming, and emptying trash.

7. Completes cleaning/maintenance logs and reports issues to supervisors.

8. Performs other utility-related duties as assigned.

9. Must be able to perform all of the above without assistance.

PHYSICAL DEMANDS / WORK ENVIRONMENT*:

The physical demands and work environment described here are representative of those that must be met by the employee to successfully perform the essential functions of this job.

· Flexible hours may be required, including evenings and weekends.

· Must be able to push, pull, and lift up to 50 lbs.

· Requires frequent bending, kneeling, stretching, and crouching to assist passengers and perform vehicle inspections.

· Must be able to load, unload, and push/pull occupied wheelchairs without assistance.

· Work may be performed both indoors and outdoors in varying weather conditions.

· Must be able to install tire chains when necessary, requiring kneeling and lifting up to 50 lbs.

· Sedentary office work required for dispatching tasks, including long periods of sitting, computer use, and telephone operations.

· Can involve repetitive motions of the hands, wrists, and fingers.

· Frequently required to walk, sit, talk, hear, and use phones.

· Frequently required to use hands to finger, handle or feel/operate objects, tools (keyboards, phones, files and file drawers etc.), or controls, and reach with hands and arms.

· Must be able to grasp, squeeze, kneel, reach, and stretch to do pre/post check of vehicles, adjust mirrors, and operate the vehicle, radio and equipment.

· Specific vision abilities required by this job include close, medium and far vision, and the ability to adjust focus.

· Must be able to perform all of the above without assistance.

KNOWLEDGE AND ABILITIES*:

· Knowledge of vehicle safety regulations, customer service principles, and company policies.

· Ability to operate transit vehicles and ensure passenger safety.

· Ability to work effectively with elderly passengers and persons with disabilities.

· Strong communication skills for driver dispatching and customer interaction.

· Ability to communicate effectively in English – both orally and in writing.

· Ability to operate a two-way radio and computerized scheduling system.

· Basic knowledge of cleaning procedures and safe work practices.

· Ability to work independently and manage multiple responsibilities efficiently.

· Must be able to perform all of the above without assistance.

MINIMUM QUALIFICATIONS*:

· Must be at least 21 years of age.

· Must have a valid driver’s license for at least five years and the ability to obtain and maintain a Commercial Driver’s License (CDL) if required.

· Must successfully pass a criminal background check, motor vehicle records check, and pre-employment drug screening.

· Employment eligibility determination includes use of the E-Verify system.

· Must be able to obtain CPR/First Aid and Defensive Driving certification.

· Experience in cleaning and vehicle maintenance preferred.

· Previous experience in driving, dispatching, or scheduling is an asset.

· Position is subject to random drug and alcohol testing.
