The Assistant Finance Director works under the direction of the Finance Director and assists with providing overall administrative and technical direction in the areas of accounting, purchasing, treasury, payroll, budget control, assessment, utility billing & collection, and risk management. Performs the duties of the Finance Director and serves as his immediate designee during temporary absences or disability.
ESSENTIAL JOB FUNCTIONS: Performs the duties of the Finance Director and serves as his immediate designee during temporary absences or disability, including investment officer, custodian of all public funds, and debt manager. Serves as the financial officer over grants. Serves as the procurement officer. Assists the Finance Director in the performance of administration and management functions and duties as assigned to include but not limited to: overseeing the receipt and disbursements of all City funds; overseeing the general accounting system; producing financial reports required by law or management; performing the assessment function which involves application of the tax rate to property values to produce the tax roll and calculate the various required tax rates for publication; conferring, monitoring and advising finance staff; develops new work procedures & policies, and coordinates services with other departments; providing instruction and advice to the various departments regarding fiscal policy & procedures and the budget; preparation of the City budget; performing ongoing debt related functions such as continuing disclosure, arbitrage calculations, debt payments, and data research on new issues; developing specifications and overseeing city depository bids; implementing the utility rate study; overseeing the risk management and insurance programs such as health, life, disability, vision, and dental; reviewing outside auditor proposals and aids in the selection of audit firm to perform the annual independent audit; communicating and working with auditors; overseeing the City credit card program; serving as the appeal officer for water billing complaints when assigned and manages special projects and tasks as assigned.
Knowledge, Skills and Abilities: Government/Financial Accounting Standards Boards (GASB/FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements: Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for Public Sector financial management including payroll, treasury, grant funds, and public debt management; legal, ethical, and professional rules of conduct for municipal finance officers; principles and practices of public sector administrative management including applicable regulations, performance management, personnel rules, procurement, contracting, and project management; techniques and practices for efficient and cost effective management of resources; financial spreadsheet software applications; general ledger and account reconciliation standards.
Qualifications
Bachelor’s degree in accounting required (Master’s degree preferred). At least three (3) years of governmental accounting experience that includes management and administrative experience. Certified Public Account status would be a plus. Valid driver’s license required.
