Incumbent serves as District Administrator for the Parke County Soil and Water Conservation District, responsible for supervising and directing assigned staff, developing, and establishing criteria, and maintaining records of soil, water and natural resource concerns and maintains all financial records of the district.

*DUTIES:* Serves as Fiscal Officer by issuing checks and maintaining ledgers; preparing invoices, receipts, equipment rental fees, and monthly statements; and preparing financial reports, District claims and minutes for the monthly Board meetings. Develops agendas for monthly board meetings in conjunction with board members. Records soil, water, and natural resource concerns in Parke County via surveys, questionnaires, personal contacts, and field reconnaissance. Communicates and coordinates with other local agencies. Maintains personal contacts with land users to initiate conservation plans and subsequent projects. Responsible for identifying, pursuing, and administering grant opportunities, including but not limited to, NACD Grants, CWI Grants, 319 Grants, NRCS Contribution Agreements, NGO grant funding and any other opportunities to bring funds into the District for District operations and salaries. Serves as CREP Administrator for the Middle Wabash Little Vermillion Watershed, administering CREP contracts with FSA and ISDA, making payments and issuing 1099s to participants. Coordinates resources from local, state, and federal agencies for program support and funding for CREP and other programs. Works with Vermillion County Soil & Water Conservation District and the Vermillion Parke Soil Health Alliance. Activities include but are not limited to grants, field days, educational programs, joint employee and or contactors, contribution agreements and any other project to promote soil health and conservation practices. Works with Natural Resources Conservation Service and other Indiana Conservation Partnership members through projects, trainings, events, etc. to implement conservation practices. Supervises and directs assigned personnel, reviewing position documentation, interviewing candidates, making hiring recommendations, orienting new subordinates, establishing specific work goals, evaluating performance results, keeping supervisors, and assigned staff informed of organization developments, and communicating and administering personnel programs. Develops and establishes prioritization criteria to promote the implementation of conservation practices. Executes district goals as outlined by long-range business plan and annual plan of work. Raises public awareness of the district and department goals, including preparing news releases and making public presentations, participating in community events, developing, and executing educational presentations, and facilitating at least three public events/information meetings/field days annually. Performs related duties as assigned.

*I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:* Must be willing and able to pass a Federal Background Check and be capable of being bonded. A Baccalaureate Degree OR experience in agriculture, natural resource management, or a related field of study is preferred. At least 21 years of age. Thorough knowledge of standard practices and general operations of the Parke County SWCD with ability to coordinate and facilitate Department operations and provide information and assistance to the public accordingly. Practical knowledge of conservation practices, agriculture, and natural resource programming, with ability to implement programs, prepare and present educational programs, and/or respond to related inquiries from the public. Practical knowledge of grant writing and standard bookkeeping practices and standard accounting systems with ability to perform arithmetic operations, develop budgets, and apply appropriate procedures accordingly and comply with all State Board of Accounts and Department of Local Government Finance reporting and procedures. Practical knowledge of standard office procedures and basic computer skills, including word processing/spreadsheet/email/presentation and Department-specific software/applications, with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations. Practical knowledge of standard English grammar, spelling, and punctuation and ability to prepare correspondence and reports. Ability to supervise and direct assigned personnel, including analyzing workload and human resource needs, reviewing position documentation, interviewing candidates, making hiring recommendations, orienting new subordinates, establishing specific work goals, evaluating performance results, keeping supervisors, and assigned staff informed of organization developments, and communicating and administering personnel programs. Ability to operate a variety of equipment, including computers, calculators, GPS units, vehicles, and other equipment as needed. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to provide public access to or maintain confidentiality of department information and records according to state requirements. Ability to effectively communicate orally and in writing with co-workers, Board of Supervisors, other County/State departments, Natural Resource Conservation Service, community groups, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities. Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form. Ability to work alone with minimum supervision and with others in a team environment. Ability to work on several tasks at the same time. Ability to plan and layout assigned work projects and apply knowledge of people and locations. Ability to read/interpret detailed prints, sketches, layouts, specifications, and maps. Ability to plan and present public speaking presentations, fundraisers, and special events. Ability to compare or observe similarities/differences between data, people, or things; analyze/compile/collate/evaluate data; make data-driven decisions; and fabricate data to discover facts or develop concepts. Ability to occasionally work extended hours/evenings/weekends and travel out of town for meetings and training, sometimes overnight. Possession of a valid driver’s license and a demonstrated safe driving record.

*II. DIFFICULTY OF WORK:* Incumbent exercises analytical techniques to address problems that are embedded within the wide range of duties performed. Independent judgment is frequently needed to determine the impact of decisions on total operations and/or sets of cases. Incumbent operates within very general guidelines, adapting guidelines and rules to fit unique circumstances.

*III. RESPONSIBILITY:* Incumbent’s duties constitute a major contribution to departmental functions and operations, with departmental objectives and policies being applied to a wide range of complex operations. Incumbent operates within departmental objective. Interpretations of objectives are discussed with the supervisors, with work product reviewed upon completion for compliance with legal requirements and effective Department goals.

*IV. PERSONAL WORK RELATIONSHIPS:* Incumbent maintains frequent contact with co-workers, Board of Supervisors, other County/State departments, Natural Resource Conservation Service, community groups, and the public, for the purpose of exchanging information, rendering service, negotiating solutions, and providing instruction and mentoring. Incumbent reports directly to the Parke County Soil and Water Conservation District Board of Supervisors.

*V. PHYSICAL EFFORT AND WORK ENVIRONMENT:* Incumbent performs a majority of duties in a standard office environment or outdoors, involving sitting/walking at will, lifting/carrying/pushing/pulling objects weighing under 25 pounds, driving, handling/grasping objects, bending/reaching, close vision, hearing sounds/communication, and speaking clearly. Incumbent may be exposed to extreme temperatures, wet/icy surroundings, walking on uneven terrain, and fumes/odors/dust/dirt. Safety precautions must be followed at all times to avoid injury to self and others, including wearing protective clothing and equipment. Incumbent occasionally works extended hours/evenings/weekends and travels out of town for meetings and training, sometimes overnight.

Job Type: Full-time

Pay: $39,000.00 per year
