General Statement of Duties
This exempt position assists in the design, construction, and operation of water and wastewater capital improvement projects (CIPs). This role involves providing engineering support to project managers in the planning, study, design, construction, maintenance, operations and optimization of water and wastewater infrastructure. Work includes independent evaluation and applications of standard engineering techniques and participation in multi-disciplinary teams related to the planning and operations of various District activities, programs, and systems.
Supervision Received
Works under the direct supervision of a lead Engineering staff member and under the general direction of the Engineering Manager. This position has no direct reports.
Primary Duties and Responsibilities

Analysis: Performs research, engineering analysis, and calculations to support water supply, water and wastewater treatment, modeling, planning, design and construction projects. Assesses the feasibility of proposed techniques and procedures and devises new approaches and alternative solutions.

Data Management: Collection, compilation, trends analysis, and interpretation of data sets.

Reporting: Preparation of technical reports detailing activities performed, results, conclusions, and recommendations.

Development Review: Participates in the review and monitoring of development projects. Performs technical and regulatory review of engineering plans, specifications, and reports needed for development or construction. Inspects sites as necessary to ensure compliance with District standards.

Coordinates with various federal and state agencies regarding general development activities.

Construction Management: Supports District staff in monitoring construction projects, including inspections of construction sites, monitoring construction progress and expenditures. Provides input to construction projects, including review of submittals, specifications, change orders, and cost estimates.

Planning Support: Assists District staff with various tasks in support of long-range planning initiatives including, but not limited to, compilation and analysis of statistical and technical information, maps, exhibits and other data related to engineering projects, and preparation of associated reports.

Performs detailed analysis of engineering projects and assists with the development of long-term capital funding plans for improvements and efficiencies.

GIS Support: Opportunity for basic support to the District’s GIS and modeling efforts.

Coordination: Meets and coordinates with District operations staff, consultants, contractors, government agencies, and utilities companies. Assists District Staff in preparation for meetings with stakeholders.

Develops scope of work and fee estimates for projects requiring outside consulting assistance. Participates in the selection of consultants and assists in monitoring contracts, schedules, and services provided by consultants to ensure compliance with District standards.

Serves as a liaison with contractors, consultants, architects, staff, and the public on District projects. Prepares memos and delivers presentations to PWSD Board members, staff, and other agencies and organizations as needed.

Assists professional staff in the management, supervision, and review of products from consultant and contractor teams assigned to the various projects.

Performs additional duties as assigned.
Knowledge, Skills & Abilities
-
Basic computer knowledge including, but not limited to, Microsoft Word, Excel, Outlook, ESRI ArcGIS software, and AutoCAD.

Knowledge of professional civil engineering principles, practices, methods and standards.

Knowledge of engineering design principles required in planning construction projects.

Ability to interpret and use information from engineering reports, plans, specifications, regulations, and technical documentation.

Ability to develop and maintain effective working relationships; communicate effectively, orally, written and graphically.

Ability to obtain information and utilize this information to prepare written documents that are clear, concise, courteous, and within accepted grammatical standards.

Knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles. Ability to anticipate unsafe circumstances, act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.

Ability to work independently with broad direction and limited supervision. Ability to work effectively with supervisors, co-workers, vendors, consultants, contractors, developers, and the general public.
Qualifications / Experience

Bachelor's degree in civil, environmental, mechanical, or chemical engineering or a directly related field.

Minimum three (3) years professional experience in water and wastewater projects. An equivalent combination of training, education and experience that demonstrates the required knowledge, skills, and abilities may be considered.

Licenses, Certificates or Equipment Required: Enrollment as an Engineer Intern (EI) in the State of Colorado.

A valid driver’s license and a Motor Vehicle Record within the acceptable limits of the District’s insurance company.

This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
Working Conditions / Physical Activities
-
Monday – Friday, 40-hour work week. This is an in-office position.
-
Work is performed primarily in an office setting; however, may be performed on construction sites where there may be exposure to dust, noise, traffic and moving construction equipment; and/or at a wastewater treatment facility where noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are present.

Works indoors and outdoors in all weather conditions and over all types of terrain. May be exposed to risks typically associated with working around water, chemicals, electricity and other man-made and natural hazards.

Full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions. May stand for extended periods of time.

Vision is needed for reading, computer input, recording, and interpreting information such as blueprints and plans; speech and hearing are used to communicate with other employees over the telephone, radio and in person.
