Introduction
The Parking Facilities Corporation (“PFC”), a quasi-public non-profit corporation, is seeking Statements of Qualifications (“SOQ”) from experienced and qualified firms or individuals to provide comprehensive project and facilities management services for its parking facilities at the Louis Armstrong New Orleans International Airport.
The selected candidate will oversee all construction, repair, and maintenance programs for two structured garages and their adjacent surface lots, ensuring operational excellence, regulatory compliance, and in first-class operational condition.
Facility Overview
PFC owns and operates the following parking structures and lots:
1. Long-Term Garage
- Location: Adjacent to the terminal’s arrivals area (east side)
- Constructed: 2019
- Structure: 7-story
- Capacity: 2,750 parking spaces
- Includes adjacent surface lot
2. Economy Garage
- Location: Remote facility with shuttle service to terminal
- Constructed: 2000
- Structure: 7-story
- Capacity: 2,438 parking spaces
- Shuttle: 24/7 pickup from Level 1 of garage to terminal’s Level 1 Baggage Claim
- Includes adjacent surface lot
Scope of Services
The Project and Facilities Manager will be responsible for the oversight, coordination, and supervision of ongoing and future construction, repairs, and maintenance activities at all facilities owned by PFC.
Responsibilities
- Development and administration of a comprehensive maintenance program for each parking garage and surface lot;
- Assistance in selection of consultants, contractors, and engineers engaged for the design, construction, repairs, and maintenance of the parking garages and surface lots;
- Execution of regular site visits and identification of needed maintenance and repair items subject to the review and approval of PFC, preparation of bid solicitations and scopes of work;
- Direct oversight and coordination of all contractors and vendors engaged for construction, repairs, and maintenance, including emergency repairs, and coordination of activities with parking garage management company;
- Management of services across: structural systems, electrical, plumbing, lighting, elevators, fire safety, signage, and more;
- Review and provide advice concerning third party invoices to insure compliance with bids and work orders along with recommendation regarding approval of same;
- Preparation of comprehensive accounting report showing work orders, paid invoices, and estimates to complete projects;
- Assistance in preparation of annual construction repair/maintenance and capital improvements budgets;
- Preparation of monthly and quarterly written project status reports;
- Presentation of reports to the PFC Board of Directors and the Construction Oversight Committee;
- Representation of PFC in all construction-related communications with the public, New Orleans Aviation Board, or other entities;
- Budget, schedule, and quality assurance oversight;
- Regulatory compliance with ADA, OSHA, NFPA, etc.
Qualifications Required
- At least five (5) years of relevant experience
- Knowledge of applicable codes and regulations
- Experience managing multidisciplinary vendors, engineers, consultants, and contractors
- Strong project management, budgeting, and reporting skills
- Excellent written and verbal communication
- Relevant licensure or certifications
- 24/7 emergency response availability
