Summary: Responsible for managing the Data Governance program with organizational level impact. Operates independently, often in areas where strategies are undefined, managing technology roadmaps or portfolios of Data Governance programs. Can lead intricate cross-functional projects in new technology domains. Program management expert for the organization and provides guidance as needed. Relies on data-driven and strategic technical judgment, informed by deep knowledge of core system technologies to make decisions. Adapts to program needs and addresses advanced complexity problems while acquiring expertise as needed. Drives clarity, urgency, and alignment through insightful inquiries, business and system-level reviews, and organizational changes to enhance efficiency.

Partners effectively with leadership at all levels, builds consensus, and shapes organizational priorities and technology trajectories. Mitigates systemic issues, drives executive-level escalations, and consistently meets high standards for customer satisfaction and operational excellence. Contributes to the growth of Data Governance, technical program management and business intelligence communities through education and collaboration. Drives innovation in healthcare through high-complexity projects, pilot programs, and experiments, leveraging expertise in healthcare data, analytics, and technical project management. Also, mentors less experienced Data Governance and Technical Program Management practitioners, fostering a culture of excellence within the organization.

Project Management: Independently leads and manages projects within assigned Data Governance portfolio of programs with minimal oversight from inception to completion, ensuring they are delivered on time and within budget. Creates and maintains Data Governance and project management documentation such as charter, scope, risk register, issue log, time estimator, and more in collaboration with stakeholders and project team members. Facilitates program communications, identifies, and implements continuous improvement practices, and provides regular status reports as required.

Stakeholder Engagement: Collaborates with cross-functional teams, including developers, healthcare professionals, and executives, to gather requirements and align project goals with organizational objectives at the SVP and VP level. Acts as a liaison between technical and non-technical stakeholders to ensure clear communication and expectations.

Technical Expertise: Possesses a strong understanding Data Governance, healthcare data sources, including Electronic Health Records (EHR), claims data, and clinical data; or similar data/industry data sources. 

Risk Management: Identifies potential project/program/organizational risks and issues. Develops mitigation strategies. Monitors progress and takes corrective actions as needed to ensure successful outcomes.

Education: Bachelor's degree or the equivalence of 8 years’ experience in a comparable job.

Licensure/Certification: PMP, CAPM, CSM or other relevant certification(s) highly preferred.

Experience: 10 years’ experience in Data Governance, data engineering, product/technical program management, data analysis, or product development required. 8 years of Data Governance, product, or program management experience in an enterprise environment highly preferred.  8 year(s) experience managing cross-functional and/or cross-team projects. 3 year(s) experience reading and/or writing code such as SQL, R, or Python and/or Epic reporting build (e.g., sample documentation, product demos) or other relevant technical experience as required for the role.
