We’ve got what you’re looking for. Job Description: Parsons is looking for an amazingly talented Vice President of Business Development - Cyber to join our team! In this role you will have primary responsibility for business development and strategy leadership and direction for the Cyber business within the Cyber & National Operations (CNO) Sector, to include Cyber Warfare and Analytics & Engineering. The position is ideally located in DC Metro Area (VA, DC, MD). Remote locations near major Parsons hub or customers a possibility. What You'll Be Doing: Sales and Book-to-Bill Metrics for Cyber, to include Cyber Warfare and Analytics & Engineering. Meet/exceed business plan metrics associated with sales/awards plan. Develop booking strategies that align with corporate policy and risk tolerance levels of each opportunity. Development and execution of CNO Strategic Plan/Vision, and the development and implementation of growth focus areas (pipeline, sales/conversion). Short and long-term business and marketing strategies aligned with Defense & Intelligence Strategic Roadmap and CNO Vision, to include a focus on growth focus areas. Full Spectrum Cyber Strategy – to include Offensive and Defensive Cyber Security, Cyber Assessments, and related Cyber Strategy. Product strategy and integration of key cyber products within offerings and solutions to drive sales. Pipeline development and maturity, to include managing the qualification of new opportunities, capture and engagement strategies, proposal preparation, and overall conversion of both tactical (on-contract, TDLs) and strategic sales. Pipeline metrics will include volume (qualified opportunities aligned to growth focus areas), velocity (pace of opportunities from qualification through pursuit), and quality (continuous improvement of pWin through engagements, positioning, solutioning, and key capture activities). Maintain Salesforce with accurate and detailed data to ensure that reporting is aligned with forecast and actuals. Accountable for data integrity and continuous oversight, as this data will be the authoritative source for all pipeline associated reporting. Identification and overall responsibility for Focus (Corporate) and Priority (Sector) opportunities. Conduct regular reviews with Executive Leadership Team (Focus) and D&I (Priority) as required. Within each growth focus areas, directs marketing campaigns to establish and cultivate key customer relationships, staffing/recruiting strategies, IR&D and technology investments, government relations, HR/people considerations. Directs activities of Cyber business development and capture management staff. Reviews and appraises performance of subordinate managers and recommends compensation changes and incentive payments as appropriate. Ensures that the Business Development organizational structure is efficiently planned and adequately and staffed for growth. Provides bid/no-bid decision recommendations for major opportunities through the Win Strategy Review. Ensures early and comprehensive capture strategy development. Identify and cultivate partners that will provide value to the company position for both market and individual benefit. Oversees contract negotiations, including non-disclosure, teaming and technology sharing agreements with clients and partners within the markets being developed. Identifies and evaluates potential acquisition targets, of both companies and contracts. Reviews and approves non-disclosure, joint venture and teaming agreements. Negotiates and maintains agent agreements. Develops and measures against key metrics, including competitive win rates, re-compete win rates, B&P spend as a % revenue, IDIQ vehicles/task orders dollars and numbers won, and individual BU sales manager performance. Relationships: Reports to SVP BD, Defense & Intelligence Key Relationships: Internal Enterprise-wide Business Development & Capture Teams Business Leader Peers Functional Leaders (i.e. Contracts, Procurement, Finance, etc.) External Department of Defense Cyber Community (to include Air Force/HNC, Navy Cyber/NCWDG, Marine Corp, Army, etc.). USCYBERCOM and all component commands, Cyber National Mission Forces Intelligence Community, to include National Security Agency (NSA) Research & Transitional Agencies, to include DARPA, Research Labs, DIU/NSIN, SCO. Office of the Director of National Intelligence In collaboration with Federal and Critical Infrastructure teams, emerging markets, to include NASA, Commerce/NOAA, DHS/CISA, DOI, State, DOT, DOE, DTRA, USDA, and others. Desired Outcomes Success in this role will be measured by the following: Achieve a consistently high book-to-bill ratio (meet/exceed business plan), indicating robust new business acquisition relative to current project completion rates. This shows effective pipeline development and successful contract wins. Significantly improve the win rate for new business opportunities, demonstrating effective market expansion and penetration strategies. Maintain or enhance the win rate for contract renewals, reflecting strong customer relationships and satisfaction with services delivered. Elevate the success rate in converting identified new business opportunities into contracts, indicating strong proposal development and competitive positioning. Successfully retain ongoing contracts at renewal, crucial for sustaining and expanding the business base. Increase market recognition for CNO growth focus areas. Utilize advanced market analytics, including sentiment analysis, to understand and improve Parsons' standing in the relevant Cyber markets. Develop and strengthen strategic partnerships and alliances that enhance Parsons' market position and offer competitive advantages in key areas. Lead the adoption of cutting-edge technologies and innovative practices in business development strategies, positioning Parsons as a leader in the industry. Internally, his/her ability to: Establish credibility and serve as a trusted advisor to the SVP BD, D&I, Cyber & National Operations (CNO) senior leadership team, to include All Domain Solutions, Space Operations, and Intelligence & Unconventional Access (I&UA). Serve as a highly visible leader with a “people-first” approach; in doing this, s/he will: Be a servant leader. Cultivating an innovative, diverse, equitable, and sustainable culture. What Required Skills You'll Bring: 10 years of relevant experience in Strategy, Business Development, Profit and Loss Management, Capture, Pricing, and Proposals, particularly in federal contracting and the Defense and Intelligence customer market. Demonstrated success in leading growth in complex, multi-dimensional organizations ($1B ) with revenue accountability for $300M . Proven track record in business capture and proposal process for large-scale government programs. Superior EQ and interpersonal skills, adept at building relationships and consensus across diverse stakeholder groups. Strategic vision and innovative thinking, with a hands-on approach to business advancement. Proven leadership skills, with a history of building high-performance organizations and fostering a culture of approachability, engagement, and customer/employee focus. Salary Range: $179,800.00 - $343,700.00 This position is eligible for incentive compensation.
