MISSION STATEMENT:
Partners Behavioral Healthcare finds and restores individuals struggling with substance use and mental health disorders.
RESPONSIBILITIES:
The SUD Program Manager is responsible for overseeing the LADC/ADC-T Counselors and ensure that they are effectively providing education, counseling, and treatment to clients within the Inpatient and Intensive Outpatient programs according to the requirements mandated by the MN Department of Human Services (DHS) and 245G. Responsible for auditing their counselor’s documentation of the provision of treatment services including the Initial Service Plan, Comprehensive Assessment, Individual Treatment Plan, Progress Notes, Summary of Termination of Services, Continuing Care Plan, and the maintenance of client records. The SUD Program Manager is responsible for providing direct services for clients and covering client caseloads as needed.
- Demonstrated working knowledge in the field of substance use disorder (SUD) and mental health, in an addiction treatment facility.
- Possess maturity, patience, understanding and empathy with clients and members of the team.
- In-depth knowledge of industry best practices.
- Understanding of industry-specific policies, especially the Health Information Portability and Accountability Act (HIPPA) regulations for health care.
- Knowledge and understanding of all Partners Behavioral Healthcare processes as it pertains to the 12 Core Functions and 245G requirements.
- Ability to maintain the confidentiality of client and staff information.
- Must document competence in screening for and working with clients with mental health problems, through education, training, and experience.
- Verify that all client documentation is completed and maintained in accordance with 245G and Partners Behavioral Healthcare policies.
- Conduct annual employee performance reviews for staff members supervised; administer performance coaching and corrective action when necessary.
- Provide leadership and supervision to the treatment team.
- Ensure counselor staffing levels are appropriate.
- Maintain weekly group facilitator schedules.
- Confirm that at least 25 percent of a counselor's scheduled work hours be allocated to indirect services, including documentation of client services, coordination of services with others, treatment team meetings, and other duties.
- Verify that supervisee is delivering a minimum of 25 hours of billable direct client contact.
- Ensure that Probation/Parole is contacted on admission, inviting them to a meeting with mutual client.
- Confirm that Treatment Reviews are faxed or emailed weekly for each client.
- Maintain a weekly counselor On Call list to ensure group coverage.
- Maintain accurate clients list on a daily basis.
- Manage facility budget including office supply ordering and curriculum supplies.
- Provide supervision to SUD Techs/PRS staff.
- Weekly monitoring of program metrics to ensure program efficacy.
- Audit and approve all rendered services at the end of each treatment week.
- Ensure building safety and cleanliness, communicating repairs as needed.
- Review program curriculum with Director on an annual basis or more frequently if needed.
- Establish contact with insurance providers to provide pre-certification information and ongoing Clinical Review to ensure client’s continued eligibility.
- Ensure that contact is initiated, and ongoing communication is maintained with client referral, probation, social service agencies, etc.
- Provide direct services when needed.
- Knowledge and understanding of all Partners Behavioral Healthcare processes as pertain to the 12 core functions.
- Knowledge and understanding of Risk-Need-Responsivity (RNR) as it pertains to PBH program.
- Verify that the agency you supervise has a designated onsite person who is responsible for clinical operations at all times.
- Ensure that upon service initiation, each client receives an initial service plan which addresses the client’s immediate health, safety, and preliminary service needs. Ensure that the standardized intake process is followed.
- Confirm that a comprehensive assessment and an assessment summary of the client's chemical use problems is coordinated by an alcohol and drug counselor and completed within three calendar days after service initiation. The assessment summary must be formatted utilizing the ASAM criteria.
- Verify an Individual Treatment Plan be developed after completion of the comprehensive assessment which is subject to amendment until services to the client are terminated. The individual treatment plan must include treatment goals, specific methods to be used to address identified problems, resources to which the client is being referred, and client goals.
- Ensure that progress notes be entered in each client’s file weekly or after each treatment service. The progress notes must reference the individual treatment plan.
- Follow-up to make sure the assigned drug and alcohol counselor completes a discharge summary within five days of the client’s termination of services.
- Ensure the content and format of client records be uniform and entries in each case are signed and dated by the staff member making the entry.
- Complete weekly audits to ensure accuracy and timeliness of clinical charts.
- Provide assistance and oversight of any client crisis situations.
- Ensure the provision of crisis intervention counseling according to individual client needs.
- Confirm the provision of individual and group counseling, client education strategies to avoid inappropriate substance use and health problems related to substance use, transition services, and services to address issues related to co-occurring mental illness.
- Clients are screened and referred for mental health services. Ensure there is documentation for this screening and referral.
- 18 years of age.
- Must have an active LADC License or Temporary Permit
- Bachelor’s degree or higher in a related field.
- Obtain 12 hours of training in co-occurring mental health problems training within 6 months of hire.
- 1-3 years of supervisory experience in the field.
- Ability to successfully complete MN Department of Human Services background study.
- Proficiency in utilizing Procentive.
- Master’s degree in related field.
- 3-5 years of experience of supervisory experience in the field.
- Additional licenses: LPC, LPCC, LICSW, LP, LGSW, LMFT
CONTINUED EDUCATION AND TRAINING:
- Complete continuing education courses as required by the State of Minnesota.
- Attend in-house training and staff meetings.
- Stay current regarding professional research, techniques, etc.
- Complete mandatory PBH supervisor trainings.
- Complete all RNR Trainings as needed.
- Supervisee is expected to proactively schedule supervisor meetings on a regular basis and/or as needed in soliciting feedback on performance, progress, and growth opportunities.
