Partners For Quality Inc. (PFQ) is a private, non-profit organization based in Robinson Township. Partners For Quality provides administrative management to five subsidiary organizations that support local individuals with intellectual & developmental disabilities and behavioral health challenges. PFQ’s management services include Fiscal (including payroll), HR, IT and Communications thus allowing subsidiaries to focus on their day-to-day priorities.
Responsibilities
Reports to the Senior Accountant of Partners For Quality (PFQ). Responsible for managing the financial affairs of clients unable to manage their own Social Security Benefits and other financial resources. The Coordinator of Client Resources acts as a representative payee, which involves receiving clients’ benefits, budgeting for essential needs like housing, food, medical care, and maintaining detailed financial records and reporting to outside agencies on how the funds have been used while ensuring the client’s best interests are prioritized. This includes coordinating, communicating and monitoring the client’s financial management plan. All responsibilities shall be conducted in a manner consistent with the Vision, Mission and Values of Partners For Quality.

Benefit Management
- Review Social Security (SSA) notices, complete annual representative payee reporting, coordinate with program staff to complete SSA Continuing Disability Reports, ensure all clients remain within income and resource limits, and interact with SSA as needed.
- Report income associated with SSA subsidies and Impairment Related Work Expenses in conjunction with the SSA red book.
- Timely file annual/biannual renewals for clients’ Medical Assistance (MA) and Supplemental Nutrition Assistance Program (SNAP), appeal determination as required and order replacement cards. Communicate any changes in benefits to program staff and/or clients.
- Review client’s medical bills to ensure proper use of available insurance prior to paying from client’s funds and follow-up with denied claims.
- Open/close, coordinate deposits and withdrawals from client trust accounts such as ACHIEVA/PA ABLE and Irrevocable Burial Trusts. Maintain balances in our internal software and communicate as necessary with program staff and families.
- Track annual cash surrender/face values of client’s life insurance policies and communicate with the insurance companies as required to assist in assigning irrevocable benefits to funeral homes as requested by clients, program staff, client’s family/guardian or to lower client’s personal resources to stay within mandated limits to continue to qualify for benefits.
- Maintain accurate client financial balances and report to program staff the resources available and if those resources are exceeding regulatory limits on a monthly basis.
- Maintain end of life planning details per client wishes, make timely payments for end-of-life expenses, timely report deaths to Department of Human Services (DHS) and SSA as required, close all accounts as needed, and ensure the PA DHS Estate Recovery Form is completed.
- Facilitate the completion of client Room and Board contracts with program staff annually, for all new admissions and moves within the residential programs and maintain the Room and Board Contract Log as required by DHS.
- Reconcile Room and Board charges quarterly to track time client was out of program.
- Complete Form 1040/PA-40 and Rent Rebate Forms for eligible sites. Provide rent rebate checks to the appropriate personnel in the accounting office.
- Prepare and mail invoices and monthly statements to client’s Representative Payee or other responsible party if our agency does not provide the service.
- Prepare and maintain additional reports as requested.
- Understanding and compliance with all PFQ Financial Policies and Procedures and PFQ Corporate Personnel Policies and Procedures.
- Perform other related duties as assigned.

Qualifications
- High School Diploma or GED
- Minimum three (3) years of related experience
- Experience working with individuals with developmental disabilities and/or behavioral health challenges preferred.
- Knowledge/experience with the Social Security system and requirements preferred.
- Ability to use computer, business equipment, and experience with EXCEL and WORD.
- Valid Driver’s License
- Act 33, 34 and FBI Clearances
