Purpose
The purpose of this consultancy is to conduct an independent evaluation of the 100,000 Strong in the Americas (100K Strong) program, which is managed by Partners of the Americas (POA). The evaluation aims to assess the program’s effectiveness in achieving its objectives, the relevance of its activities to the needs of its beneficiaries, and the extent to which it has contributed to the knowledge and skills development of participants. Additionally, the evaluation will explore the sustainability and scalability of the program’s model, the impact on participants’ career and academic progress, and the overall cost-effectiveness of the program. The evaluation will utilize a mix of quantitative and qualitative methods, including interviews, focus groups, and analysis of project documentation and secondary data, to gather insights from direct beneficiaries, stakeholders, and program records. The findings will be used to inform future programming and improvements and will be disseminated to the public and relevant stakeholders, including the Bureau of Western Hemisphere Affairs at the U.S. Department of State (WHA / DOS).

The Consultant will be responsible for conducting a comprehensive assessment of the program’s performance and impact. Duties will include, but not be limited to :
Timeline
POA anticipates the evaluation to be implemented during Q1-Q2 of 2025 and finalized by the time of submission of the Final Evaluation Report by June 30th, 2025.
Minimum Qualifications
Education :
Bachelor’s degree in Political Science, Public Policy, International Development / Relations, International Education, Data Science, or a related field, plus 5 years of research experience (preferably working in Latin America or a developing country context); or a Master’s degree in the same fields, plus 3 years of research experience.
