The role of an Accountant III involves responsible accounting and administrative work in coordinating financial management activities in an operating branch or major department.

Essential Job Functions

Conducts continuing analysis of branch or major department revenues, encumbrances, and expenditures within the established statutes, guidelines, ordinances, and County policy and generally accepted accounting principles (GAAP). Oversees the department's purchasing procedures from requisition through bid and invoice processing to properly account for vendor payments for product or services. Provides training to new and current employees. Examines transactions in software systems to support invoice processing. Creates and assists in the preparation of department budgets; Implements budget processes including periodic budget reviews, reports, and budget balances. Supervises the pre-audit of accounts, invoices, vouchers, bank reconciliations, and records. Assisst in maintaining records on development and trust fund projects, tracking of grants, and other sources. Prepares reports for outside entities. Assists in preparing capital improvement plans and the development and implementation of associated impact fees. Assembles cost analysis and managerial reports. Participates in process improvement initiatives. Monitors such items as ledger files, invoice receipts, capital requests, and vendor activity. Performs journal entries, budget amendment requests, determines contract types and establishes the guidelines for entry, and contract comprehension, as necessary. Prepares statistical and analytical reports on departmental operations, including revenue, expenditures, time schedules, tracking charts, tracking workflows, and other data when appropriate. Grant reconciliation and reimbursement from various agencies. Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the grants process at the Federal, State, and local level.
  • Ability to analyze and evaluate applications for grants and supportive documents.
  • Knowledge of the principles and practices of government and cost accounting.
  • Knowledge of the principles and policies of public and business administration.
  • Knowledge of the laws, rules, and regulations effective in the State and County relating to fiscal and accounting records and procedures.
  • Knowledge of the source and flow of public funds within the County government.
  • Knowledge of Federal directives and regulations pertaining to funding of local assistance programs.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Ability to develop, install, and maintain specialized accounting systems for various types of public assistance projects.
  • Ability to express ideas clearly and concisely, orally, and in writing.
  • Ability to operate a computer, calculator, and routine office equipment.
  • Ability to manage, supervise and coordinate the work of a clerical staff.
  • Ability to maintain records/files accurately and legibly.
  • Ability to prepare reports and correspondence.
  • Ability to make decisions and work without close supervision.
  • Ability to make mathematical calculations with speed and accuracy.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Business Administration, Economics, or Public Administration, preferably supplemented by formal course work in public finance. Seven (7) years' experience in accounting, including three (3) years' in governmental accounting.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
