General Description
JOIN OUR TEAM AS A PLANS EXAMINER!
This is highly professional, technical work involving examination of residential and commercial building construction for compliance with statutes and codes.
- Candidates may be considered for Plans Examiner I, II, or III role, depending on their education, experience and license.
Essential Job Functions
An employee in this class is responsible for performing technical reviews of considerable difficulty on professionally prepared documents for all proposed residential and commercial construction projects. Responsibilities include determining conformance with current regulations from applications submitted prior to the issuance of construction permits. Employee reviews all new construction, additions, and changes of use. Under general supervision, employee performs assignments requiring the exercise of considerable initiative and independent judgment in interpretation of state statutes, model codes, and municipal ordinances as they relate to the determination of conformity of construction documents. Considerable tact, courtesy, and impartiality are necessary in dealing with contractors, engineers, inspectors, and others. Work is reviewed through periodic conferences, observation, production output, reports submitted, and field inspector feedback.
EXAMPLES OF DUTIES :
Examines construction documents (plans, specifications, etc.) for conformity with applicable building, mechanical, electrical, plumbing, gas, and flood control codes, and related regulations, as required; approves or disapproves construction documents and communicates results to appropriate design professionals (architect, engineer, etc.), documents reason(s) for disapproval of plans or specifications with the appropriate code section quoted for reference and notifies the design professional of the discrepancy providing a narrative as to the circumstances of disapproval and instructions for submitting revisions that may subsequently be approved.
Provides technical assistance to property owners / public agencies; helps to understand and resolve complaints / problems that citizens may encounter, consults with others on result of inspections to get suggestions / recommendations for corrective action.
Performs related work as required.
Knowledge, Skills and Abilities
Knowledge of legislation affecting building standards; construction-related management and administrative policies, procedures and methods are required.
Ability to observe, comprehend, narrate, and instruct, interpret construction-related codes and standards and uniformly enforce regulations with tact and impartiality.
The ability to read, interpret, and understand construction documents, make independent decisions when required, conduct technical inspections when required.
Ability to organize information, and effectively present recommendations orally and in writing.
Ability to follow oral and written instructions.
Ability to prepare clear, concise, and accurate reports.
Ability to establish and maintain effective working relationships with other employees, members of the construction industry, and the general public.
Minimum Requirements
PHYSICAL SKILLS : Ability to communicate effectively using verbal, written and visual communication. Position requires visiting job sites, walking, bending, stooping, and reaching.
EDUCATION, TRAINING AND EXPERIENCE :
Plans Examiner I : Graduation from a accredited college or university with an Associate degree in Building Construction, Architecture, Engineering or a related field and one (1) year experience previewing plans or working as a building construction worker employed by a licensed general, building, or residential contractor or in a related field OR graduation from high school or possession of an acceptable equivalency diploma and three (3) years' experience previewing plans or verifiable experience as a building construction worker employed by a licensed general, building, or residential contractor.
Plans Examiner II : Graduation from an accredited college or university with an Associate degree in Building Construction, Architecture, Engineering or a related field and three (3) years' experience as a Plans Examiner, with the ability to accurately review residential plans OR possession of a High School Diploma or possession of an acceptable equivalency diploma and five (5) years' of experience as a Plans Examiner, with the ability to accurately review residential plans.
Plans Examiner III : Graduation from a accredited college or university with a Bachelor's Degree in Building Construction, Architecture, Engineering or a related field and five (5) years' of experience as a Plans Examiner, with the ability to accurately review residential and commercial plans. OR seven (7) years' experience as a Plans Examiner, with the ability to accurately review residential and commercial plans.
LICENSES, CERTIFICATIONS OR REGISTRATIONS : Possession of a valid Florida Driver's License.
Plans Examiner I : Must be able to obtain a provisional Building Plans Examiner License as issued by the Florida Building Code Administrator and Inspectors Board within 120 days from date of hire and obtain a standard Building Plans Examiner license as issued by the Florida Building Code Administrators and Inspectors Board within 12 months from date of hire.
Plans Examiner II : Possession of a Standard Plans Examiner License issued by the Florida Building Code Administrators and Inspectors Board under Chapter 468 of the Florida Statutes.
Plans Examiner III : Possession of a Standard Plans Examiner License issued by the Florida Building Code Administrators and Inspectors Board under Chapter 468 of the Florida Statutes.
