General Description: The Pasco County Property Appraiser's Office proudly services one of Florida's fastest-growing counties. We are seeking a detail-oriented, team-player to join our Commercial Appraisal team. The Commercial Appraiser collaboratively develops mass appraisal assessments for all commercial real property in accordance with assessment related laws, standards and best practices. This position represents the Property Appraiser's office at Value Adjustment Board hearings, preparing evidence and testimony as assigned. Essential Job Functions
- Collects, compiles, analyzes and manipulates data necessary to assist in annually valuing all commercial real estate properties in Pasco County.
- Analyzes income and expense returns as well as rental listings to determine appropriate inputs for Income Tables within the CAMA system for the numerous classes of commercial property; including rent schedules, vacancy rates, expense rates and CAP rate tables.
- Understands and utilizes the CAMA (Computer Assisted Mass Appraisal) system.
- Understands and applies assessment-related laws, standards and best practices.
- Develops assessments in a team-oriented environment for all commercial property.
- Assists in receiving, analyzing and recording Income and Expense surveys; entering the data that property owners submit annually.
- Provides prompt, courteous and knowledgeable customer service via phone, email, mail and walk-ins.
- Prepares and presents evidence and testimony for Value Adjustment Board petitions and legal hearings.
- Researches and analyzes sales transactions for the development of commercial appraisals.
Knowledge, Skills and Abilities
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in business, finance, accounting, real estate or related field OR an Associate degree and two (2) years of experience in Ad-Valorem Mass Appraisal OR a High School Diploma or General Equivalency Diploma and four (4) years of experience in Ad-Valorem Mass Appraisal.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Certified Florida Evaluator Designation (CFE) or ability to achieve designation within two (2) years of start date.
