POSITION SUMMARY 

The Finance Director is responsible for all fiscal functions of RHC and compliance with all regulations from funding agencies. The Finance Director supervises and manages organization programs and personnel, in addition to providing an oversight of contracts including subcontractor agreements, grants, and IHS compact and funding agreements. 

 

DUTIES & RESPONSIBILITIES 

  1. Responsible for promoting the goals and objectives of the Tribe, specifically RHC mission, vision, and values. 
  2. Develops and manages strategies to ensure effective financial planning and analysis. Reviews RHC strategies and determines financial resource requirements and goals. Develops tactical goals for the division; determines scope and priorities of projects; coordinates resources required to achieve goals. 
  3. Supervises the RHC financial reporting and budgeting functions, monitors analysis of budget and financial variables, revenue cycle and financial planning activities. 
  4. Organizes and utilizes diverse funding streams to attain specific funding stream deliverables and achieve overall organizational goals. 
  5. Oversees and directs budgeting, accounts receivable and payable, billing, auditing, payroll, tax accounting, contract health services, purchasing, and insurance activities for the organization. 
  6. Responsible for managing the Fiscal Department, including staff and staff development, in accordance with established policy and procedure. 
  7. Manages and schedules assigned staff.  Responsible for hiring, orienting, and evaluations of all departmental staff.  Develop goals and assign tasks and projects. Develop staff skills and training plans. Counsels, trains and coaches financial and operations managers. Implements corrective actions and conducts performance evaluations. Provides leadership, direction and guidance in financial and technical strategies and priorities. 
  8. Identifies, prioritizes, and escalates issues as appropriate for consideration and review by the Executive Director and Governing Board (Tribal Council). Organize and track various action items, following up as needed to ensure completion or appropriate updates. 
  9. Provides financial advice to the Executive Director, Tribal CEO, and Tribal Council including making and/or negotiating fiscal- and revenue-related decisions for budgetary and strategic planning. 
  10. Monitors cash flow and prepares annual/monthly cash flow forecasts. 
  11. Provides oversight of revenue cycle processes and works quickly to identify needed improvements, opportunities for growth and development, and troubleshoots as needed to ensure collection of potential revenue.  
  12. Maintains confidential and proprietary information of RHC and Tribe. Never discusses patients front of others.  Maintain discretion and confidentiality in discussions and relationships with all Health Committee Members and senior management, manage confidential information and protect the organization by keeping information confidential, secure, culturally appropriate. Familiarity with HIPAA regulations and requirements, ensures compliance with HIPAA regulations. 
  13. Responsible for ensuring RHC work in accordance with established policy and procedure. 
  14. Prepare regular financial reports to the Tribal Council, Treasurer, Executive team, and Health Committee. 
  15. Responsible for preparing reports including but not limited to: -Annual Medicare and Medi-Cal Cost Reporting. -Quarterly and annual financial related reports to IHS, State, Sales Tax and Dental Lab or other grants as necessary or required by the grant compact/contract. -Prepare and file annual 571L Property Tax reports as needed. -Prepare and file annual Business Licenses/renewals as needed. -Prepare and file annual Worker’s Comp Audit, in conjunction with Human Resources. 
  16. Responsible for requisitioning supplies and equipment for the department. Responsible for inventory and updating outdated equipment. 
  17. Ensures proper internal accounting controls are in place and being followed. 
  18. On-going monitoring of the financial components of all contracts/grants and primary liaison on financial affairs with funding sources. 
  19. Assists the Pharmacist with 340B pharmacy compliance as needed. 
  20. Development and monitoring of all budgets (State, federal and private funding sources) including development of timely reports for submission to all funding agencies. 
  21. Ensures compliance with federal, state, and local regulations. 
  22. Responsible for submitting financial data to support and create indirect cost rate proposals; works with Executive Director and leadership on CSC and other IHS negotiations. 
  23. Prepares market analysis and budgetary projections for new services. 
  24. May provide work direction and training to other RHC and Tribal staff supporting the Executive Administration or the Tribal Council. 
  25. Coordinates and supports the annual audits of RHC, in conjunction with the Annual audit. Carries out other audits as needed to verify financial records.  
  26. Develop and maintain the Fiscal Policy and Procedure Manual in a timely manner. 
  27. Safety: Responsible for ensuring that all duties, responsibilities and operations are performed with the utmost regard for the safety and health of all personnel involved, including themselves. 
  28. Other duties as assigned by the Executive Director. 

 

MINIMUM QUALIFICATIONS  

  1. Master’s degree in Business Administration (MBA) and one year of experience in managing a financial office or finance-related section that required supervision of personnel and working in the general ledger; or, Bachelor degree in business, accounting or a related field that includes managing accounting controls, finance or strategy, and/or auditing, 5 years of experience in accounting work in the general ledger, and 3 years of documented supervisory experience; or, Associate degree in business, accounting, or a related field and 8 years of experience in accounting work in the general ledger, and 5 years of documented supervisory experience. Certified Public Accountant (CPA) preferred. 
  2. Demonstrated experience of budget preparation and fiscal management. Must be able to combine, consolidate, and integrate all financial presentations.  
  3. Experience which demonstrates requisite knowledge to develop, review, and administer fiscal, billing, and accounting policies and programs for RHC on a day-to-day basis. 
  4. Work history that demonstrates Revenue Cycle knowledge required, IHS or tribal health knowledge preferred.   
  5. Experience working with 638 Contracting Programs, 2 CFR part 200, subpart F., GASB, GAAP and governing laws to ensure effective budget administration, program analysis and support services. 
  6. Possess strong computer operation knowledge including Windows and software programs (i.e., MS Word, MS Excel, accounting software and demonstrate a working knowledge of routine office hardware and equipment (e.g. printers, copiers, fax machines, etc.).  High competency Excel is required.   
  7. Grants management knowledge required. 

 

OTHER KNOWLEDGE SKILLS AND ABILITIES 

  1. Ability to work autonomously, remain culturally intuitive, using discretion as appropriate as well as managing and maintaining confidential information. 
  2. Ability to communicate with people and organizations including executives, Tribal Council and regulators, both orally and in writing. 
  3. Skill in applying complex fact-finding, analytical and problem-solving methods and techniques. 
  4. Ability to keep informed of state and federal budget developments and implications, including legal and compliance updates, and appropriately informs staff of critical changes accordingly. 
  5. Ability to schedule, monitor, and oversee the utilization of budgetary funds allotted to the Fiscal department, ensuring expenditure compliance with all regulations and requirements. 
  6. Must have ability to effectively foster relationships with community interest groups, agencies, and medical facilities that serve the Tribe.  
  7. Ability to supervise staff and coordinate work among subordinates. 

 

VACCINATION REQUIREMENTS A pre-employment Physical exam is required upon hire. You will be required to provide vaccination records to show proof of immunity for TB or PPD, Measles, Mumps, Rubella, Varicella, TDAP, Influenza Vaccine, & Hep B. If the records are more than 10 years old, titers are required to confirm immunity.  

 PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is occasionally required to stoop, lift, carry, push, pull or otherwise move objects up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision peripheral vision, depth perception. 

 WORK ENVIRONMENT 

Work is performed in a health clinic setting.  The noise level in the work environment is usually low to moderate. Will work with blood-borne pathogens and will require OSHA training.  This job routinely uses standard office equipment such as computers, telephones, photocopiers, and fax machines.
