What are the responsibilities and job description for the Grant Manager position at Paskenta Band of Nomlaki Indians?
Native Preference in hiring is given to qualified enrolled members of Paskenta Band of Nomlaki Indians and Native Americans in accordance with the Band’s Preference Policy, Chapter 1-715 of the Paskenta Band of Nomlaki Indians Tribal Policies). POSITION SUMMARY
The Grant Manager is responsible for managing the administration of grants, including ensuring accurate and efficient collection and reporting of grant data. Additional responsibilities include the maintenance and oversight of workflow processes and procedures, and grant compliance.
DUTIES & RESPONSIBILITIES
- Researches and identifies new government, corporate, foundation, and private funding prospects to match Tribal priorities.
- Generates high-quality proposals, narratives, applications, and supporting documents in response to solicitations consistent with all policies and procedures of the Paskenta Band of Nomlaki Indians, and the requirements and guidelines of the funding agencies.
- Generates revenues for Tribal programs through timely submission of well-researched, well-written, and well-documented grant proposals.
- Works with appropriate personnel to research, develop, write, and submit letters of inquiry, concept papers, and grant proposals.
- Coordinates and follows-up on the progress of submitted proposals.
- Coordinates with the Finance Department as needed to create expenditure and income budgets to accompany proposals.
- Maintains and updates Grant Department procedures.
- Develops and maintains a master file on pending grants and contracts.
- Remains up to date on current issues relative to grant proposals.
- Meets regularly with staff to discuss current and new funding needs.
- Responsible for maintaining compliance of awarded grants through timely and accurate reporting.
- Cognizant of regulations & other matters of compliance with all grants including the GAN, FAQs, CFRs, email, webinars, and all other communique from various departments and agencies as they relate to the grants.
- Monitors Notices of Funding Availability (NOFAs), Requests for Proposals (RFPs), the Federal Register, and other notifications of public and private sector resources available to meet high priority needs of the tribe and shares information regarding resource availability to appropriate administrative staff.
- Maintains a current and thorough working knowledge of county, state, federal and private grant funding and other resource development opportunities and requirements.
- Maintains confidential government and operational information.
- Maintains a continuing and effective rapport and working relationship with local, regional, state and federal offices to obtain grant related information in a timely manner.
- Acts as project leader for all assigned grant applications.
- Provide excellent customer service to internal and external stakeholders.
- Create, edit and proof correspondence and reports independently.
- Manages all awarded grants assigned to the department.
- Through periodic audits and inquiries, and in coordination with the Accounting Department, assists in ensuring that the Tribe complies with all grants/contracts or other external agreement requirements.
- Maintains a transparent filing system, making grants available to the Accounting Department and the appropriate administrative staff.
- Attend special meetings, trainings, conferences and seminars as required.

MINIMUM QUALIFICATIONS
- Bachelors’ Degree from an accredited four-year college or university in Business Management, Journalism, Sociology, Planning or a closely related field and a minimum of ten (10) years full time experience in grants/contracts administration, including program development, fundraising, grant writing, and compliance auditing/monitoring.
- Equivalency – Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
- Demonstrated ability to initiate and follow through on complex planning tasks, manage time well, meet deadlines, and respond effectively to sometimes frustrating and unforeseeable complications in the performance of assigned duties.
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to respond to common inquiries or complaints from regulatory agencies or members of the community.
- Ability to write grant and other resource development activities proposals and articles for publication that conform to prescribed style and format using computer software programs.
- Ability to work with mathematical concepts such as probability and statistical inference.
- Proven track record of acquiring grants and other financial resources for non-profit organizations.
- Demonstrated ability to draw programming connections and identify related goals between programs and departments that will both facilitate the tribe’s strategic plan and be more competitive when reviewed by funding agencies.
- Ability to effectively present information to executive management and Tribal Council.
- Must have a good background in financial/budget developing processes and cost analysis.
- Strong oral and written communication skills.
- Experience with Native American funding, taxes, revenues, and not-for-profit accounting in accordance with U.S. Generally Accepted Accounting Principles, OMB Circulars A-133, A-110 and A-122, TANF program regulations and compliance requirements, and appropriate Code of Federal Regulations sections.

- Possess a valid California Driver’s License and be insurable by the Tribe.

Local travel is occasionally required. Travel outside of the state is infrequently required. Typical travel time is generally less than a week.

Specific vision abilities required by this job include close vision, distance vision, color vision peripheral vision, depth perception and ability to adjust focus.
WORK ENVIRONMENT
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in proofreading correspondence and work-related documents. Acute hearing is required. Typically, office work setting conditions.
Employment with Paskenta Band of Nomlaki Indians is voluntarily entered. All PBNI personnel are employed on an at-will basis. At-will employment may be terminated with or without cause, and with or without notice at any time by the employee or by PBNI.
