What are the responsibilities and job description for the Payroll Specialist position at Paskenta Band of Nomlaki Indians?
Native Preference in hiring is given to qualified enrolled members of Paskenta Band of Nomlaki Indians and Native Americans in accordance with the Band’s Preference Policy, (Chapter 1-715 of the Paskenta Band of Nomlaki Indians Tribal Policies). POSITION SUMMARY
Consistent with the fiscal policies and accounting processes set by the Chief Financial Officer, the Payroll Specialist will primarily process Payroll, Benefits, Taxes and Other related transactions and activities related to Tribal Government and Tribal Clinics accurately and efficiently.
The Payroll Specialist will report to the Chief Financial Officer, or a designated accounting person and will primarily ensure the accuracy of timely processing of Payroll, related activities and various reconciliations. The Payroll Specialist will compile financial data and reports.
DUTIES & RESPONSIBILITIES
- Payroll Specialist will manage the payroll process function.
- Evaluate current payroll processes, systems, recommend improvements, ensure compliance with appropriate federal, state, tribal and professional rules and regulations, and ensure compliance to the written policies and procedures.
- Perform Payroll function including but not limited to processing, payment of taxes, recording, reconciling, reviewing staff benefit vendors invoices.
- Report and process monthly PTO accruals, garnishment, and develop and maintain desktop procedures.
- Assist in regular annual audits, payroll audits and year-end review.
- Reconcile, report and file various tax returns in a timely manner.
- Process Employee W-2s.
- Comply with all statutory and federal reporting compliance including but not limited to timely payment of taxes, reporting, and filing of payroll returns, etc.
- Assist in execution of staff travel, including but limited to making various reservations.
- Other duties assigned.
MINIMUM QUALIFICATIONS
- High School Diploma and a minimum of 3 years of Payroll processing experience.
- Knowledge of mathematical concepts such as fractions, percentages and ratios to practical solutions.
- Government Accounting experience is preferred.
- Working experience of Microsoft Excel is required.
- Ability to work in an interdisciplinary environment.
- Excellent command of English language, spelling, grammar and punctuation.
- Very strong interpersonal and effective communication skills, both written and verbal.
- Local travel is occasionally required. Travel outside of the state is infrequently required. Typical travel time is generally less than a week.
- Must successfully complete a pre-employment drug screen and background investigation.
