POSITION SUMMARY
The Surveillance Monitor is responsible for helping to ensure Rolling Hills Casino complies with relevant laws, regulations, and minimum internal control standards via closed circuit television and data intelligence. This includes but is not limited to: observing gaming activity and transactions; monitoring general safety and security of employees, patrons, vendors, and assets; and recording and reporting violations, anomalies, incidents for further review/action. The Surveillance Monitor is integral to the success of the Paskenta Tribal Gaming Commission (PTGC) in meeting its regulatory obligations. This position reports to the Surveillance Shift Supervisor.
DUTIES & RESPONSIBILITIES
- Continuously monitor surveillance cameras to observe gaming activities, cash handling, sensitive key access, and monitor the health, safety, and security of employees, patrons, vendors, and assets.
- Ensure strict adherence to tribal gaming regulations, internal controls, as well as local, state, and federal laws governing tribal casinos.
- Identify and report any irregularities, suspicious activities, cheating, theft, or violation of gaming regulations and operational policies and procedures.
- Document violations of compliance standards, suspicious activities, cheating, theft, etc., in report formats prescribed by the department.
- Monitor, identify, and confirm excluded patrons and report trespasses.
- Support operations in Anti-Money Laundering efforts and Title 31 requirements by verifying, recording, and reporting suspicious and fraudulent activity.
- Monitor access to sensitive keys, controlled forms, and sensitive/controlled-entry areas ensuring access is authorized/approved.
- Operate surveillance equipment effectively, including PTZ cameras, digital recording systems and any associated software.
- Respond to panic alarms and alerts generated by surveillance system, and coordinate with Security Department to address incidents, disturbances, emergencies, etc.
- Perform investigations and management requested reviews, as appropriate and as assigned.
- Maintain detailed, accurate records of surveillance activities, incidents, and observations, by preparing incident reports, photo captures, and video evidence, as needed.
- Coordinate video reviews with operation’s management, Security, local law enforcement as warranted and approved, as well as PTGC and PTGC staff, as appropriate.
- Report surveillance system and camera malfunctions immediately to initiate repair.
- Uphold strict ethical standards and privacy considerations while conducting surveillance activities, ensuring the protection of patrons’ and employees’ rights and confidentiality.
- Assist in emergency situations by providing surveillance support to security and emergency response teams, including to help coordinate evacuations or lockdown procedures, as needed.
- Stay updated on the operation of surveillance equipment, minimum regulations, gaming procedures, and security protocols.
- Participate in training sessions and drills related to emergency response, table games, and other relevant topics.
- Work designated/scheduled shift, including nights, weekends, and holidays.
- Maintain and ensure confidentiality of all information of the PTGC departments and Rolling Hills Casino and Resort.
- Any other duties as assigned by the Surveillance Shift Supervisor, Surveillance Manager, Executive Director and Commissioners within the scope and authority of the PTGC.

- Ability and motivation for continued learning in the surveillance field by means of attending online on property, and off property learning facilities, classes, training, etc.
- Ability to satisfactorily complete training on the following types of games conducted: Blackjack, Pai Gow, Texas Shoot-out, 3 Card Poker, High Card Flush, Ultimate Texas Hold’em, Roulette, and any future games added.
- Working knowledge of standard office equipment, computers, and computer applications including Microsoft Office Suite applications such as Outlook (email), Word (word-processing), and Excel (spreadsheets).
- Preferred (not required) general understanding of tribal gaming regulation, which includes awareness of the Indian Gaming Regulatory Act, tribal gaming ordinances, tribal-state compacts, minimum internal control standards, IRS rules and regulations (Bank Secrecy Act/Title 31 and Anti-Money Laundering), and/or operational policies and procedures.
- Preferred (not required) knowledge of or familiarity with 1) Surveillance equipment and application software; 2) Table game protection and rules of play for various table game types; 3) Business intelligence, artificial intelligence, and/or analytics, 4) Rolling Hills Casino operational policies and procedures, and/or 5) Investigative and auditing techniques.
MINIMUM QUALIFICATIONS
- Minimum of 21 years of age.
- High School Diploma, GED Certification or equivalent.
- Associate degree in Criminal Justice, Business or related field
OR
2 years in a surveillance monitor, fraud detection, and/or asset control capacity
OR
2 years successful experience in a casino gaming department(s) such as Security, Table Games, Cage/Vault, Revenue Audit or other relevant area.
A combination of education and other relevant experience may substitute for the required education and experience.
BACKGROUND CHECK REQUIREMENTS
Pre-employment Drug Testing and a Department of Justice Fingerprinting clearance through Federal, State and Child Abuse Index is a contingency for an offer of employment. Must be able to meet criteria to be eligible and maintain a PTGC Key Employee/Tier 1 Gaming License.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is required to sit or stand for long periods of time. They are also required to stand, walk, sit, handle, or feel, reach with hands and arms, stoop, kneel, crouch, talk and hear. The employee will need to be able to lift at least 25 lbs. The employee will also need to be able to type and have visual abilities and physical dexterity to see and work with varying sizes of computer screens and video monitor, as well as small electronic components.
WORK ENVIRONMENT
While performing the duties of this job the employee is required to work in a dimly lit and temperately cool office with moderate noise level. Occasionally the employee may be required to work in an environment subjected to cigarette smoke. This position requires the ability to work non-conventional work hours.
