Qualifications:
Must be a Licensed Practitioner of the Healing Arts (e.g. LMHC, LCSW, etc.) with a master’s degree or higher from an accredited university or college a major in counseling, social work, psychology, criminal justice, nursing, rehabilitation, special education, health education, or a related human services field.
Minimum four years of experience managing personnel at an accredited mental health or comparable organization. Superior management skills; ability to influence and engage direct and indirect reports and peers are a must.
Experience with accreditation surveys with CARF, Joint Commission, or similar accrediting organizations
Prior experience in managed care, monitoring contact performance and quality assurance required. Knowledge of the regulatory environment and laws affecting Residential Treatment Facilities is a plus.
Demonstrate a working knowledge of HIPAA compliance, regulation, and process implementation.
Time management and superior organization skills are imperative.
Computer skills, including Microsoft Outlook and Excel are a must.
The ability to manage, understand, synthesize, and use data to make strategic management decisions and client treatment decisions.
Sensitivity, appreciation and enthusiasm about cultural diversity in professions, perspectives and backgrounds of both employees and consumers is expected.
Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with senior management, the board of directors, and staff.

Supervises:
Psychosocial Coordinator, Senior Case Manager, Residential Coordinator, Peer Specialists, Individual Therapist, Cook, Maintenance Technician, and all Direct Service Staff as needed
Responsibilities:
I. Administrative
A. Submits a monthly report to the CEO on current projects, concerns that need to be addressed, and the status of the Program.
B. Helps ensure fulfillment of Strategic Plan objectives.
C. Participates in any committees and meetings as needed.
D. Maintains working knowledge of community changes and political system influences which may impact program effort, program development, and persons served.
E. Represents the Program at community activities which involve the delivery of services.
F. Serves as a member of the senior management team and participates in decision making and strategic planning, especially in areas where direct services are addressed.
G. Keeps up-to-date on funding requirements, clinical standards, and accreditation requirements and serves as a resource in these areas for other staff.
H. Conducts annual reviews of the appropriateness of the forms in the electronic health record (EHR).
I. Is informed about Meaningful Use of the EHR and aids the I.T. Director as needed.
J. Works with Security Officer to ensure compliance with HIPAA regulations.
K. Provides clinical and managed care expertise and programmatic consultation, as required.
L. Helps prepare reports to licensing and funding sources.
M. At a minimum annually, works with other members of the management team to write and update all policies and procedures.
N. Lead person in charge of implementing, updating, and carrying out the Emergency Plan.
O. Lead on Risk Management and Strategic Plan.
II. Quality Assurance
A. Works when needed for CARF related requirements and improvements. Completes QA duties when there is no Quality Assurance Manager/Clinical Director.
B. Assures that all direct service program policies and procedures are implemented.
C. Serves as the incident coordinator. Responsible for reporting of external incidents. Works with other members of management to review internal and external incidents and to implement corrective action plans as needed-Shared responsibility with the Clinical Director.
D. Identifies and eliminates barriers to the continuity of care by establishing and maintaining work flows or internal systems that would assure quality of continuous care.
E. At a minimum annually, works with other Chief positions to write and update all policies and procedures. Responsible for ensuring supervisors and all staff are given notice of changes to policies and procedures
III. Clinical/Client Services Related
A. Participates in Passageway’s Trauma Informed Care, Integrated Healthcare, and Cultural and Linguistic Competency initiatives as required. This may include, but is not limited to, participation in trainings, surveys, data recording and gathering as needed, and implementation of new therapeutic approaches if appropriate.
B. Serves as contact person for all referrals for admission to the Program and maintains oversight of potential new client screenings and documentation. Shared responsibility with the Clinical Director
C. Maintains oversight of slot utilization, discharge planning, and transfers. Shared responsibility with the Clinical Director.
D. Identifies Evidence Based Practices (EBP) for improvement of the Program. Reviews the appropriateness of current EBP on a semiannual basis and discusses changes needed with the Quality Assurance Committee. Shared responsibility with the Clinical Director.
E. Provides input on adjustments to services/interventions for clients.
F. Represents the program in court as needed
IV. Personnel Management
A. Responsible for overseeing direct services to all clients. This includes the residential, day treatment, peer support, and case management components.
B. Ensures the coordination of and facilitates communication between the three departments.
C. Hires new direct service staff after consultation with the supervisors. Has an equal input in the decision to fire any staff of Director level or below. The CEO makes the final decision.
D. Gives recommendations as to termination of employment of direct service staff.
E. Conducts review of new staff training and implements improvements in conjunction with the HR department.
F. Responsible for the organization and documentation of the regularly scheduled all staff trainings.
G. Annually reviews Relias trainings to ensure they are appropriate to the agency’s needs. Must revise Relias online clinical trainings when a direct services staff member has deficiencies.
H. Supervises all supervisors including funding decisions on trainings for the Case Management. Psychosocial, and Residential Departments and provides input into decisions to purchase new equipment/programs.
I. Supervises Peer Specialists and addresses scheduling, complaints, monthly supervisories, and serves as an internal check that the ROSC WRAP EBP is correctly implemented.
J. Coordinates, supervises the scheduling, and auditing the services from Passageway’s doctors, nurses, and therapists.
G. Supervises Residential Coordinator and the Cook in all duties related to management and safety of the facility including the kitchen and meal preparation procedures, ordering of food, and maintenance of generator. Works in concert with the Office Manager on these tasks.
H. Supervises the Maintenance Technician and the maintenance of Passageway’s buildings.
