What are the responsibilities and job description for the Tenant Interviewer/Investigator position at Paterson Housing Authority?
SUMMARY
Under the direction of the Director of Leasing and Occupancy and the Housing Choice Voucher Program Supervisor, the Tenant Interviewer/Investigator performs various clerical tasks and is also responsible for interviewing and investigating applicant and program participants in regards to program eligibility for the Housing Choice Voucher Program (Section 8). The appointee obtains data, performs rent calculations, and explains HUD HCV/Section 8 policy and other factors. Education Requirements and Qualifications include: Have extensive Section 8 Tenant Interviewer experience and be able to communicate effectively both orally and in writing. Excellent communication skills and possess strong computer and organization skills. Possess the Section 8 Occupancy Certification and be familiar with HUD Regulations 24 CFR 982. Does related work as required.
TYPE OF WORK ACTIVITIES:
- Interview applicants for Section 8 to secure detailed information used in making determinations of eligibility and preference ratings, and obtains authenticated data concerning the size of the family unit, financial status, and other necessary information.
- Explains admission requirements to applicants and assists them in filling out applications and other forms.
- Discuss site preferences, probable rent payments, and other factors with prospective tenants.
- Analyzes applications to determine eligibility of individual applicants and their preference ratings.
- Refers ineligible applicants to other agencies where practicable.
- Occasionally makes field visits and home investigations.
- May conduct investigations to confirm statements supplied by applicants for public housing relating to past history of employment, family income, rental history, and so forth.
- Assesses service needs of program participants, and through case management assists participants in accessing appropriate public and private community agencies to obtain specialized types of assistance.
- Supervises and participates in the preparation and maintenance of program materials, reports and records Including social assessments, financial records, activity reports, medical records and establishment of escrow accounts.
- Assist with development of ongoing action plan with Program Coordinating Committee.
- Reviews case records to update and monitor client needs.
- Processing outgoing and incoming portability clients.
- For incoming ports, interviews the client, compiles their information and gets them through the lease up process.
- For outgoing ports, compiles the required port documents and sends them to the receiving housing authority, following the client through to lease up in the next jurisdiction.
- Prepares suitable reports.
- Assists with general clerical work.
- Maintains essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
KNOWLEDGE, SKILLS, ABILITIES AND PERAL CHARACTERISTICS:
- Good knowledge of characteristics, needs and interest of public housing residents, good knowledge of the principles, practices and techniques of program planning and evaluation,
- Good knowledge of accepted consultation and interviewing techniques,
- Good knowledge of community agencies, facilities and services which can be utilized to aid residents, ability to plan, organize and direct activities and services,
- Ability to observe and monitor participant's behavior to determine compliance and prescribed standards
- Ability to interview and investigate an individuals' financial background
- Ability to communicate effectively, both orally and written,
- Ability to establish comfortable and effective relationship with others,
- Prepare narrative, correspondence, reports and other materials on program progress and status
- Submit monthly reports to the Director of Leasing and Occupancy
- Ability to successfully work with and serve a diverse local community,
- Take initiatives and be resourceful, tactful, courtesy; sensitivity to the needs of residents, physical condition commensurate with the demons of the position,
- Maintain confidentiality and work independently.
MINIMUM QUALIFICATIONS:
A. Graduation from an accredited registered college or university with a Bachelor's Degree in psychology, sociology, social services, education or related field and one year of full-time paid experience in human services involving direct services to clientele; or
B. Graduation from an accredited two-year college or university with an Associate's Degree in psychology, sociology, social services, human service, education or related field and two years of full-time paid experience working I human service involving direct services to clientele; or
C. Graduation from high school and three years of full-time paid experience working in human services involving direct services to clientele; or
D. An equivalent combination of training and experience as defined by the limits of (A), (B), or (C).
E. Bi-lingual in Spanish is a plus.
NECESSARY SPECIAL REQUIREMENTS
Must possess and maintain a valid driver's license. Must provide acceptable driving history at no cost to the Authority.
