Job Summary
The Residential Program Administrator is responsible for providing overall direction and management of programming, operations, treatment, compliance with licensing and regulations, adherence to accreditation standards and ensuring the safety, permanency and wellbeing of the children who are served by the program and overseeing the staff who work there. The Program Administrator manages the design and execution of service delivery, hires, supervises, monitors and evaluates staff; recommends program improvements and manages the program budget and expenditures; and evaluates the success of the program through various activities including through data collection and analysis. Our Habilitative Homes residential programs serve children who have severe emotional issues or intellectual and/or developmental disabilities, including Autism. Habilitative Homes serves boys and girls.
Essential Duties:
- Assist in the development and management of the programming and operations within approved budget, including staffing hours, and overtime usage, etc.
- Ensures the highest quality of services to clients to achieve client goals and objectives.
- Hires, trains and evaluates staff.
- Monitors work product and staff activities and provides improvement feedback.
- Communicates regularly with staff and other Pathways’ employees through scheduled meetings.
- Ensure use of extendedReach in all respects and as required to operate the residential program.
- Ensures adequate staffing to meet program requirements, safety and quality.
- Ensures compliance with regulatory standards.
- Works closely with the Treatment Director, and oversees the Program Manager, Case Manager(s), and Direct Support Professionals to ensure program implementation.
- In collaboration with the Treatment Director, the PA must consults with the Clinical Director for the facility on appropriate treatment services for each resident.
- Assists in the development and updating of program policies and procedures.
- Evaluates individual, group, family, milieu, recreation, and other treatment interventions for appropriateness and likely improvement of the program.
- Makes recommendations for program improvements and assists in short and long-term program planning.
- Reviews and screens applications for admission and provides input regarding appropriateness of placement in a timely manner.
- Reviews and approves resident documentation (e.g. Admissions Assessments, Service Plans, Monthly Resident Progress Reports, etc.).
- Responds to emergency and crisis situations.
- Attends court hearings when necessary.
- Arranges and coordinates annual fire safety inspections with the local fire department.
- Understands Pathways’ Disaster Emergency Response Plan for the agency and for the program.
- Ensures internal safety inspections of facilities and follows up on deficiencies and recommendations.
- Coordinates and ensures fire and disaster drills on a monthly basis including proper documentation.
- Ensures all staff are properly trained initially and in an ongoing manner, including training in all risk and life safety areas.
Supervisor: Chief Program Officer.
Supervises: Program Manager, maintenance, case managers and others as assigned.
Work Environment: Office and residential setting interacting with clients. Exposure to blood or bodily fluids.
Work Hours: Full-time working a minimum 40 hours per week, 8:00 am 5:00 pm, with some weekend, holiday, and evening hours required from time to time.
Classification: Exempt.
Qualifications
Education & Experience
- Bachelor’s degree in a social services field strongly preferred.
- Five years of experience as a supervisor in residential program-serving children diagnosed as emotionally disturbed and/or learning disabled strongly preferred but will accept three years depending on experience. If working in our program-serving children with intellectual and other developmental disabilities, the work experience should reflect a similar population.
- Licensed as a Child Care Administrator by The Texas Department of Family and Protective Services within six months of hire.

- Demonstrated expertise in working with families and children placed in substitute care.
- Demonstrated positive role modeling and leadership skills.
- Ability to relate positively to residents, family members, staff, caseworkers/probation officers, referring agencies, volunteers, etc.
- Excellent oral and written communication skills.
- Strong knowledge related to the population served.
- Ability to work efficiently and effectively both individually and as part of a team.
Additional Requirements
- Proof of valid Texas Driver's License (Type C) with at least three years of driving experience.
- Access to reliable transportation.
- Proof of valid/current auto insurance.
- Cleared motor vehicle driving record.
- Three employment references and one personal reference.
- Cleared criminal background check and signed statement regarding felony indictments/convictions.
- Cleared TB test results (current within 12 months prior to employment).
- Cleared pre-employment drug test.
