What are the responsibilities and job description for the Constable position at Patient Transportation Services?
Patient Transportation Services (PTS) is a licensed constable agency in the State of Delaware. A constable in the State of Delaware is a commissioned law enforcement officer. A constable has full police powers but only while on duty and is not allowed to conduct motor vehicle stops or investigations. All applicants must have a constable license, graduated from a Delaware constable academy and/or have prior good standing police employment.
PTS is contracted with several hospitals and treatment centers to transport behavioral health patients from one location to another for treatment. We use unmarked mini vans that are set up like a police car equipped with a barrier between the driver’s compartment the passenger compartment. The constables have access to restrains (handcuffs, restraint belt, shackles) if needed to transport the patient in a safe manner.
We transport adults and juvenile patients as well as voluntary and involuntary patients throughout the state of Delaware, but not limited to New Jersey, Pennsylvania, and Maryland at times. Only a small percentage of the patients (about ten percent) need to be restrained for transport. It is even a smaller percent (two or three percent) of the patients physically resist being transported.
The goal of PTS is to transport each patient safely but also treating each patient with the dignity that everyone one deserves. We wear soft uniforms and we do not carry firearms. The patients we transport have already been searched by the hospital. The patients are typically dressed in their gown and under garments, so we know they are not carrying any weapon.
The State of Delaware Board of Constables have an established the criteria for being a constable in the State of Delaware. One of the minimum qualifications is that an applicant must have graduated from the Delaware Constable Academy or have graduated from a certified police academy which can be in any state. The applicant will need to supply a letter from the police department where they were previously employed that they left in good standing. The Delaware State Police / Professional Licensing Section will also conduct a background investigation.
We are looking for people who would either report to our Milford location or New Castle location. We operate around the clock all three hundred and sixty-five days of the year, so we are looking for full and part-time day shift or a night shift with weekend availability. We are a “transportation” company, and our constables may need to drive long distances, as well as local transports. Benefits are available to those who work consecutive 36 hours a week.
Requirements:
- MUST have graduated from a certified police academy in the United States and left their police employment in good standing. The police academy and prior police experience does not have to have been in Delaware
- If the applicant has not graduated from a certified police academy then they MUST have graduated from a Delaware Constable Academy
- Possession of Valid Driver’s License
- High school Diploma or Equivalent
