Job Summary
Works in collaboration with the Executive Director and shelter staff to ensure that the Animal Services Division provides modern, humane and professional animal services to the residents as outlined in the contract with the City. The Director of Humane Enforcement is responsible for specific areas of Animal Services including overseeing Animal Services Officers and ensuring their successful performance of their daily duties. The Director is also responsible for building relationships within the community and other relevant city agencies with the goal of making the organization a regional and national leader in this field.

Supervises: Humane Enforcement Sergeants
Essential Duties and Responsibilities:
- Perform all functions of an Animal Service Officer including responding to calls for service when needed
- Provide training and mentoring to Animal Service Officers to enhance their careers and provide quality animal services to City residents.
- Create an annual in-house training program to ensure ongoing professional development for entire workforce.
- Ensure organizational leadership is appropriately informed of any issues that could escalate to the local government officials, Board of Directors, or the public.
- Facilitate regular Division team meetings and participate in staff meetings and leadership planning activities to build a cohesive team and actively be engaged in creating a positive work environment.
- Develop and expand the Animal Services Division’s relationship with the local police department, including reviewing agreements, engaging PD in criminal cases, coordinating cross trainings, and integrate Animal Service’s criminal reports into the PD
- Coordinate with the Police Department on investigations, perform follow up investigation as needed, present cases, prepare ASO’s for testimony and oversee seizure hearings;
- Stay up to date on city, state and federal animal related laws including revisions/additions in order to ensure Department maintains compliance;
- Coordinate revisions of local ordinances with City Attorney’s Office and provide input on proposed city and state legislative changes when requested.
- Represent and the Animal Services Division at meetings, training sessions and special community events, as needed.
Qualifications:
- High school diploma or equivalent required; associate's degree in animal science, criminal justice, or a related field preferred.
- Minimum of 3 years of experience in animal welfare or law enforcement.
- Valid driver's license and a good driving record.
- Strong leadership and supervisory skills.
- Excellent communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Knowledge of animal welfare laws and ordinances.
- Physical fitness to perform duties, including lifting animals and equipment.
- National Animal Control Association ACO Certification or law enforcement training preferred.

- Must be available to work a variety of shifts, including weekends and holidays.
- Must be willing to work in all weather conditions.
- Must be able to handle stressful situations and make quick decisions.
- Performs related duties as required.
