Primary Role

The OSF Associate Director will serve as an integral member of the OSF team and report directly to the Vice President of OSF. This is a key position for the OSF team, with the opportunity to grow. The OSF Associate Director will focus approximately 75% of their time working closely with the Vice President as a thought partner in building the WPS National Action Plan Academy. Duties include co-designing, building, implementing and managing all program activities and providing support in the daily management of the new Our Secure Future WPS National Action Plan Academy. In addition, the Associate Director will spend 25% of their time assisting the OSF Vice President in OSF team management responsibilities.



WPS National Action Plan Academy: The Associate Director will be responsible for assisting the Director and OSF Fellow for WPS NAPS with managing and executing all program activities. The position requires a person who is a self-starter, with excellent communication and people management skills, and entrepreneurial nature. The Associate Director will have subject matter expertise in the field of Women, Peace and Security, and peacebuilding, gender issues, experience working with actors in the State Department, USAID, the Defense Department, or on the Hill or with multilateral organizations, as well as management experience and superb organizational skills.


The Associate Director will additionally have a role in OSF team management. This includes overseeing a small team (2-3 people) on day-to-day management of partnerships, contracts, security, travel and other operational and administrative duties.


In conjunction with the OSF Vice President, the Associate Director will be responsible for supporting the management of the annual budget and for ensuring that OSF’s services and funding are in compliance with all national, state, and city regulations, certifications, and licensing requirements. The Associate Director will also assist the Director in planning, organizing, implementing OSF-WPS NAP projects in accordance with standards set by the Foundation.

Compensation range: $110,500 - $120,000 annual salary. PAX practices salary transparency to ensure equity across our positions. The range listed for the role is what we expect to pay for someone who meets the minimum requirements.

Location:

This position is located at the OEF Washington, DC office. This position must be located within the DMV area of Washington, DC. Any candidates outside of the DMV, must be willing to relocate by the candidate's first day.


Primary Responsibilities:

WPS National Action Plan Academy (75%)

The OSF Associate Director will be responsible for organizing, managing, and assisting with all operations on the WPS National Action Plan Academy.


The OSF Associate Director for WPS National Action Plans, will have three primary areas of responsibility:

  1. Work with the OSF Vice President and OSF Fellows on strategy and implementation to establish the OSF WPS National Action Plan Academy. This includes, but is not limited to:
  • Working with the Vice President to design a three-year strategy for the WPS National Action Plan Academy.
  • Negotiating partnership agreements with governments, institutions, or multilateral organizations to host the WPS National Action Plan Academy in a new region every year.


2 Acting as the primary liaison with governments, WPS Focal Points, and civil society to sustain technical assistance, or providing a bridging role to local civil society women leaders. Provide tailored WPS technical assistance to partners and key actors through the regional WPS National Action Plan Academy convening, and through on-going follow up activities;


3 Build trust and manage OSF Strategic Communications (external and internal) on the WPS National Action Plan Academy. This role is the key liaison between OSF, partners and host countries and must have excellent relationship/communication skills.


Management Responsibilities

  • Responsible for daily operations of the WPS National Action Plan Academy by overseeing and assisting the Vice President and the OSF Fellow for NAPs to further the mission of the program and foundation.
  • Support the Vice President of OSF in the development of strategic goals, objectives, and overall management of the WPS NAP Academy (75%) and OSF team management (25%).
  • Tracking, evaluating and documenting the progress and impact of the NAP Academy.
  • Responsible for effective implementation of initiatives of the OSF program, including assisting in the oversight of processing invoices, contracts, contact database management, and other responsibilities. (25%)
  • Maintain continuous lines of communication, keeping the Vice President informed of all critical issues across issue sets (the WPS NAP Academy, OSF’s programmatic work, new developments in the WPS Community of Practice).
  • Ensure that all program activities operate consistently and ethically within the mission and values of the organization.
  • Support Director in preparing and submitting monthly and annual operational budget for review and approval, manage effectively within this budget, and report accurately on progress made and challenges encountered.
  • When needed, represent OSF externally.
  • Ensure the continued financial viability of OSF through sound fiscal management with the Vice President.
  • Responsible for identifying and pursuing new funding opportunities.
  • Ensure the OEF security program for OSF’s international travel is adhered to.



Required Education, Knowledge, Skills and Competencies:

This role requires a significant level of operational management, program implementation and WPS technical expertise. Specific requirements include:

  • At least 7-10 years of professional experience working in Women, Peace and Security and gender and peacebuilding issues overall, with a minimum of 3 years of experience supervising a rapidly growing program and operating multiple projects across a broad geography or multi-national area.
  • Master's in public policy, a JD, or another relevant discipline.
  • Able to travel internationally and domestically at least 20% of the time.
  • Experience evaluating the impact of regional or global developments related to U.S. foreign policy objectives and programs relevant to/intersecting with Women, Peace and Security objectives.
  • Experience analyzing and evaluating program and/or policy information derived from a variety of sources in order to communicate analysis and evaluation on WPS, and applying WPS lens on a broad range of topics.
  • Experience establishing and maintaining liaison with officials throughout the foreign affairs community to advise and propose resolutions through problem solving, reconciling conflicting views, and persuasively communicating Women, Peace and Security policy objectives.
  • Experience working on Women, Peace and Security at the State Department, Department of Defense or USAID.
  • Demonstrated WPS technical expertise such as research, gender assessments, in-country advising on WPS or gender issues, primary author of published work. Required: exceptional writing skills and the ability to publish work.
  • Detail and performance oriented with a proven ability to manage projects, and initiatives with multi-million-dollar budgets.
  • Demonstrated experience in creating and managing program reporting, tracking, and evaluation systems.
  • Project management skills are an absolute necessity. Ability to juggle multiple projects at once.
  • Strong relationship builder and communicator with experience collaborating with diverse work teams, developing and maintaining an organization-wide strategy for program excellence.
  • Demonstrates integrity, strives for excellence in her/his work, and has experience leading and inspiring others to new levels of effectiveness and programmatic impact.
  • Superb organization skills.
  • Superb oral and written communication skills in English. Ability to produce high quality, thoughtful policy briefs quickly.
  • Team player who also enjoys working independently.
  • Ability to multitask and prioritize workload in a fast-paced environment. Ability to operate as an effective tactical as well as a strategic thinker. Ability to maintain a flexible work schedule.
