We are a growing organization seeking a talented Electrical/Instrumentation/Analyzer Second Line Superintendent to join our team as a pivotal member here at PBF Energy. This role is located at Chalmette Refinery in Chalmette, LA.
JOB SUMMARY
The Electrical/Instrumentation/Analyzer (E/I/A) Second Line Superintendent is responsible for the safety, quality, and efficiency of the First Line Supervisors (FLS’s) and wage employees within the E/I/A Shops. Additionally, the E/I/A Second Line Superintendent is responsible for managing the overall performance and budget of the E/I/A Shops and the maintenance of associated equipment within the refinery.
PRINCIPLE RESPONSIBILITIES
  • Oversees refinery maintenance support functions, maintenance systems implementation, and plant reliability while meeting regulatory requirements and Chalmette Refining Health, Safety, and Environmental (HSE) objectives.
  • Drives the overall safety performance of the E/I/A shops and ensures compliance with all safety procedures and practices.
  • Stewards direct reports and craftsmen in the Loss Prevention System (LPS) and champions the overall safety culture of the department
  • Drives the performance of the E/I/A shops to effectively plan, organize, schedule, and execute routine maintenance and preventive maintenance (PM) including High Voltage tasks to maximize utilization of resources and equipment and to minimize the impact to refinery operations.
  • Guides PM compliance within the E/I/A Department and stewards compliance reporting with Department Front Line Supervisors (FLS’s) to the refinery
  • Oversees performance of E/I/A FLS’s, temporary upgrades, and represented personnel within the E/I/A shops
  • Collaborates with other maintenance SLS to manage craft coordination for routine and unplanned activities.
  • Leads the E/I/A Department in effective execution of maintenance activities by developing and reinforcing site practices and coordinating with other Departments.
  • Coaches and assists FLS’s and employees in personal development.
  • Performs periodic performance reviews providing feedback to FLS’s and employees in the Department.
  • Owns, maintains, and updates E/I/A equipment documents, procedures, and Loss Prevention System (LPS) standards.
  • Balances available workforce against scheduled PM work, backlogged repair requests and break-in work requests to develop staffing plans accordingly.
  • Builds and stewards comprehensive training and testing plans for all employees in the department, to maintain and enhance the skills of a qualified workforce, through selection of personnel, training qualification testing, and team building efforts.
  • Provides feedback to Operations, Planning, Scheduling and Execution on progress of maintenance work, cost, schedule status, and plan effectiveness.
  • Coordinates with the Human Resources (HR) Department to investigate personnel issues and administer discipline when warranted in a professional timely manner.
  • Acts as the liaison for the E/I/A Departments and the United Steel Workers (USW) Union Committee
  • Acts as a subject matter expert regarding E/I/A concerns through interaction with Technical, outside vendors, industry specialists, and the PBF Energy network.
  • Reviews/develops PM procedures, equipment failure histories, and maintenance plans for adequacy in addressing equipment availability/reliability balancing programs against available workforce.
  • Targets areas for efficiency, reliability, and safety improvements in the Department through creative solutions to issues and leveraging emerging technologies.
  • Ensures flawless operation of the business area by serving as a role model. This includes daily field inspections and the promotion of refinery-wide standards.
  • Performs field audits of personnel within the Department as well as across the refinery to ensure processes and procedures are followed.
  • Collaborates with SMEs and site stakeholders to optimize business practices related to E/I/A
  • Initiates contract requests with Procurement, acts as Contract Owner for pertinent E/I/A/vendors, and participates in streamlining contract execution.
  • Leads as a Safety Buddy Manager for contractor(s) in the E/I/A disciplines.
  • Develops and maintains relationships with outside resources in support of the refinery.
  • Chairs and participates in incident investigations and develops comprehensive reports for refinery distribution.
  • Ensures spare parts inventory sufficiently meets the needs of the refinery through direct management, interaction with Planners, coordination with the Warehouse, and participating in MOC development.
  • Provides input to Project and Turnaround (TA) Departments to develop staffing and execution plans for E/I/A scopes.
  • Orchestrates Turnaround activities (e.g., schedules and attends meetings, develops agendas, publishes minutes, etc.) during events in support of the TA Department
  • Works with Environmental Department supervision and advisors to ensure PM programs are in compliance with EPA and other environmental permitting guidelines.
  • Partners with Technical and Operations Departments to ensure that Emergency Shutdown (ESD) Devices/Systems are identified, maintained, and tested at required intervals.
  • Examines and addresses overtime assignments within the department and challenges adherence to the site break-in/overtime criteria to ensure workforce utilization is optimized with the lowest financial impact.
  • Coordinates responses and ensures proper follow-up to HSE incidents (including appropriate documentation for assigned Impacts and Near Miss Incidents)
  • Supports HSE/LPS-related audits, unit activities, incident reports, and permits (e.g., Work Permit Audit System findings and requirements)
  • Drives completion of action items from the IMPACT database / Risk Assessment & Management
  • Maintains accountability for reliability performance within assigned areas of responsibility (e.g. bad actor equipment/repeat failures etc.)
  • Works with engineering related to risk-based equipment strategy for electrical systems and ensures that the electrical department resources are producing, delivering, and updating agreed strategies for each piece of equipment.
  • Work with engineering to develop annual High Voltage PM list and cost for the upcoming year’s budget or MAFE
  • Work with engineering to develop plans for replacing obsolete, non-repairable, and end-of-life equipment.
  • Ensures adherence to equipment strategy plans.
  • Facilitates cross-functional review of the three (3) month outlook of electrical equipment maintenance plans, prioritizes actions with cross-functional input from Operations, Maintenance, and Economics & Planning (90-day schedule)
  • Works with the site’s Training Department to ensure that training plans meet the requirements of the corporation related to personnel advancement.
JOB QUALIFICATIONS
  • 10 years of experience within a refinery/petrochemical industry as an Electrician or Instrument Technician in a maintenance setting required or 5 years with an electrical or instrument engineering degree.
  • Prior supervisory experience, effective communication skills, and the ability to respond 24/7 to unscheduled call-ins/overtime assignments required.
  • Supervisory experience within a unionized environment preferred.
  • Demonstrated knowledge of Electrical Safe Work Practices (such as Tier 1 Best Practices), electrical distribution systems, NFPA-70E, and the National Electric Code required.
  • Instrument and Electrical follow the NFPA-70E and National Electrical Code.
  • Thorough understanding of quality control practices and electrical procedures required.
  • Basic Microsoft computer skills – communication through e-mail, Microsoft Word documents, and Microsoft Excel spreadsheets required.
  • Flexibility to work extended hours as needed due to work demands required.
  • Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling required.
  • Line-management experience required.
