JOB PURPOSE: The LIHEAP Program Manager is responsible for the implementation of the Low Income Home Energy Assistance Programs (PIPP – Percentage of Income Payment Plan), Emergency Furnace, VP-Direct Vendor Payment, and RA-Reconnect Assistance).
EDUCATION AND WORK EXPERIENCE: BA/BS or MS/MS with a minimum two years
related work experience or AA/AS degree with a minimum of four years related work
experience. Three to five years supervisory experience with a social/human service
agency.
DUTIES AND RESPONSIBILITIES:
Assures operational compliance internally and externally according to:
- Department of Commerce and Economic Opportunity’s Office of Community Assistance,
- Community Services Block Grant (CSBG) Organizational Standards
- Department of Health and Human Services (HHS)
Must be able to implement, monitor and evaluate the programmatic and financial activities of the Low Income Home Energy Assistance Program (LIHEAP) and assure that all program reports are accurate and transmitted in a timely, efficient manner to DCEO/OCA.
Supervise and coordinate all outreach activities for the LIHEAP Program and assist households with budget counseling, arranging budget and deferred agreements with energy suppliers.
Must be responsible for the preparation and transmittal of all programmatic reports relative to the LIHEAP, PIPP, and LIHEAP Emergency Furnace Programs.
Must participate in internal and external audits relative to the LIHEAP Program.
Ensure that all LIHEAP and LIHEAP related program applications are verified and determined eligible based on DCEO/OCA guidelines and regulations.
